Looking at a cross-section of different countries, this volume assesses how their armed forces have responded to a changing international security context. The book investigates two main themes. First, how the process of military ‘transformation’- in terms of technological advances and new ways of conducting warfare - has impacted on the militaries of various countries. These technologies are hugely expensive and the extent to which different states can afford them, and the ability of these states to utilise these technologies, differs greatly. Second, the volume investigates the social dimensions of military transformation. It reveals the expanding breadth of tasks that contemporary armed forces have been required to address. This includes the need for military forces to work with other actors, such as non-governmental agencies and humanitarian organisations, and the ability of armed forces to fight asymmetric opponents and conduct post-conflict reconstruction tasks. The conflicts in Iraq and Afghanistan exemplified how important the relationship between technological and social transformation has become. This book will be of much interest to students of strategic studies, military innovation, Asian politics, security studies and International Relations.

The need to transform U.S. military forces was readily apparent in the 1989-1991 time frame as the Cold War came to an abrupt end. The industrial-age force of the 1980s designed to fight the military forces of another great power needed to be transformed into a force designed to intervene into the affairs of lesser powers. Instead, expensive programs were pursued to transform the industrial-age force into an information-age force to fight an unknown great power threat at an unknown future date at an unknown place. The many interventions of the Clinton and Bush administrations have exposed the failure of leadership to provide the armed forces organized, trained, and equipped for the real wars of a period between eras of great power conflict.

It is divided into seven chapters, plus a conclusion. The first chapter focuses on the meaning of military transformation, establishing a framework through which national militaries can be examined. This comprises transformation's revolution in military affairs components, its newer special operations forces, counterinsurgency, and stabilization and reconstruction aspects, and its wider homeland defense, space and deterrence dimensions. The book devotes two chapters to the United States and one each to China, Russia, and NATO. It also has a chapter that looks individually at each of Australia, Britain, Canada, France and Germany. An assessment of the relevancy of force transformation to modern warfare is integrated into the discussion of what transformation means, how the United States is responding, and the concluding chapter. The book contains a biographical sketch of Andrew Marshall, Andrew Krepinevich, William Owens, Arthur Cebrowski, Donald Rumsfeld, and Thomas Barnett, all of whom have been involved in some aspect of military transformation.

Eisenhower and Douglas MacArthur, along with a cadre of military officials like Lucius Clay and the Detroit banker Joseph Dodge. In Sovereign Soldiers, Grant Madsen tells the story of how this cast of characters assumed an unfamiliar and often untold policymaking role. Seeking to avoid the harsh punishments meted out after World War I, military leaders believed they had to rebuild and rehabilitate their former enemies; if they failed they might cause an even deadlier World War III. Although they knew economic recovery would be critical in their effort, none was schooled in economics. Beyond their hopes, they managed to rebuild not only their former enemies but the entire western economy during the early Cold War. Madsen shows how army leaders learned from the people they governed, drawing expertise that they ultimately brought back to the United States during the Eisenhower Administration in 1953. Sovereign Soldiers thus traces the circulation of economic ideas around the globe and back to the United States, with the American military at the helm.

Book excerpt: The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

Tactics, techniques and equipment refined during both of those wars led to the victory in Desert Storm as well as the success of the peacemaking and peacekeeping operations in Bosnia and Kosovo. Ongoing efforts throughout the 1990's to capitalize on emerging information technologies enhanced the forces that defeated the Taliban in Afghanistan in 2001 and ousted Saddam Hussein in Operation Iraqi Freedom two years later. The Army is always changing, by improving its weapons systems, altering its force structure, or refining its doctrine and tactics. This process always involves the interaction of recent combat experience, budget realities, and the exploitation of a new technology. Any change in an institution such as the Army is a skilled balance of risk versus reward. The early Cold War represented a comparably intense period for military change. Before the Second World War, the American army and navy had been primarily hemispheric defense forces. The challenge of defeating both Germany and Japan required a massive land force for Europe and an equally large naval force for the vast Pacific theater. Furthermore, World War II saw an exceptional growth of military technology including improved mechanization, radios, jet engines, and, most significantly, the atomic bomb.

Arguing that we can make sense of computers as tools only when we simultaneously grasp their roles as metaphors and political icons, Paul Edwards shows how Cold War social and cultural contexts shaped emerging computer technology--and were transformed, in turn, by information machines. The Closed World explores three apparently disparate histories--the history of American global power, the history of computing machines, and the history of subjectivity in science and culture--through the lens of the American political imagination. In the process, it reveals intimate links between the military projects of the Cold War, the evolution of digital computers, and the origins of cybernetics, cognitive psychology, and artificial intelligence. Edwards begins by describing the emergence of a "closed-world discourse" of global surveillance and control through high-technology military power. The Cold War political goal of "containment" led to the SAGE continental air defense system, Rand Corporation studies of nuclear strategy, and the advanced technologies of the Vietnam War. These and other centralized, computerized military command and control projects--for containing world-scale conflicts--helped closed-world discourse dominate Cold War political decisions. Their apotheosis was the Reagan-era plan for a " Star Wars" space-based ballistic missile defense. Edwards then shows how these military projects helped computers become axial metaphors in psychological theory. Analyzing the Macy Conferences on cybernetics, the Harvard Psycho-Acoustic Laboratory, and the early history of artificial intelligence, he describes the formation of a "cyborg discourse." By constructing both human minds and artificial intelligences as information machines, cyborg discourse assisted in integrating people into the hyper-complex technological systems of the closed world. Finally, Edwards explores the cyborg as political identity in science fiction--from the disembodied, panoptic AI of 2001: A Space Odyssey, to the mechanical robots of Star Wars and the engineered biological androids of Blade Runner--where Information Age culture and subjectivity were both reflected and constructed.
