Wars in this region have always been distinguished for much sickness and mortality, and it is because I think that information gathered from what has already happened may be useful in securing the adoption of more effective measures in these and in tropical countries, where the sanitary problems are much more complex than in France, that I am reading this paper. South-Eastern Europe the Gateway of the East and West. The South-Eastern corner of Europe has always been a great fighting arena. It is the gateway on land to the East and for the West, and as such its possession has been coveted in turn, and fought for by the rulers of expanding empires on either side of it from the earliest times. I he last of the great Powers in possession is the Turk. For the past 200 years Austria or Russia, alone or together, have attacked Turkey with the object of taking her place, and they have considerably reduced her hold. Now it is the ambition of Germany, in alliance with Austria, to become heir to the Turk. Germany remembers that Alexander the Great with a well-trained army, and without railways or other modern means of transport, started from the Vardar Valley, defeated the Persians - the most powerful nation of that time - conquered Palestine and Egypt, destroyed the Persian imperial power at Arbela, and extended his conquests to Afghanistan and India. It was only war-weariness of the soldiers, after nine years of incessant warfare, that prevented him from adding India to the Macedonian empire. Germany hopes, and I do not for a moment believe she will discard that hope, whether as an empire or a republic, that she will one day be in possession of the gateway, or so control it that she will be able with her Allies to attack the British Empire at a vulnerable spot and threaten our possessions in Africa and Asia. If she cannot retain the gateway in this present war by force, nor by diplomacy cheat the Allies, she will, I think, unless great foresight be shewn, endeavour to do it in times of peace by colonisation and bide her time. It is not without purpose that the Serbian population has been largely exterminated and scattered. It makes it easier to colonise and to occupy by peaceful penetration. Sickness and Mortality in the Early Wars. Although the chief interest necessarily centres in the sickness and mortality that have occurred in the war of to-day, yet some of the events in the more remote times are not without their lesson. For instance, it is germane to the subject to recall the fact that the immense army of Xerxes on its retreat through Thessaly and across the Vardar Plain, and that portion of the country now occupied by the British troops in the Struma Valley, suffered from hunger, dysentery and pestilence to such an extent that the greater part of it perished, and when the remnant reached Abydos the major portion died, though food and water were plentiful. In the accounts of the wars between Austria and Turkey and between Russia and Turkey in the eighteenth and early part of the nineteenth century, the invariable story is one of much sickness and mortality from intermittent fevers, dysentery, typhus fever and plague, and from tile effects of a bad commissariat. I he infection Of typhus and plague were not confined to the armies, but spread to the civil population, who, in their turn, infected the soldiers billeted in the villages and towns. It was largely owing to these frequent wars, with their movement of armies and refugees from place to place, that plague continued in.

By Giemsa's stain the trench-fever Rickettsia is coloured, as a rule in our experience, purple or reddish purple like most bacteria. We have found it an advantage, when examining films made from the excreta of lice or from the guts of lice which contain much fresh or altered blood, to fix the film in absolute alcohol, containing 1 per cent. Strong hydrochloric acid. By this means much of the d'bris of the red corpuscles IS removed. The forms which we have found in lice fed on human beings, or monkeys infected with typhus fever, sometimes appear slightly larger and more bacillary in shape they also, as a rule, stain with Giemsa a redder or pinker colour than trench fever Rickettsia. In films made from ticks infected with Rocky Mountain fever which we have been able to examine through the kindness of Dr. Wolbach, of Harvard University, the bodies appear slightly larger, and more lancet-like or bacillary in shape. We have found that the best routine method of exa ining lice which have been fed on trench fever patients with a view to determining iii-nether they are infected with Rickettsia is to make a film of the excreta of the lice. This appears to have been very little done by other observers, who have worked almost entirely by cutting sections of lice or making films of their intestinal contents We have not so readily found Rickettsia in the excreta of lice which have fed on typhus patients. Examining the excreta enables observations to be made on a box of lice for a number of consecutive days without destroying the lice. The lice with which we have worked have been kept in boxes with a gauze cover, through which they feed and through which the excreta can be daily shaken out. In films shewing Rickettsia, whether of excreta or single lice, the micro-organisms are often seen in enormous numbers, and may be in masses which appear to consist of nothing else. Often they are seen embedded in flakes of semitranslucent material, which is, perhaps, mucus or part of a disintegrated cell. Under these latter conditions the Rickettsia stains well, and shews a very definite outline lying in the feebly stained matrix. In sections of lice the same appearance is seen in parts of the gut where the contents are reduced in bulk, and the blood d'bris has almost disappeared. Close study of events as they occurred in the mining centres of Hungary, Silesia, Westphalia, France and Belgium shows that the malady travelled from coal field to coalfield carried by infected workmen, that a considerable time is required for a mine to become infected, that once it is infected the workmen gradually become the subjects of ill-health attended by a form of anaemia, the cause of which is the presence of a parasite in large numbers in the intestinal canal, which acts either by directly abstracting blood or, what is more probable, by the injection into its host of a toxin or toxins at the site of the puncture made in the mucous membrane by its booklets.
