The addresses given during the Inaugural and Closing Ceremonies are reproduced in Chapters I and III, respectively. The Proceedings of the two sessions of the General Assembly, including the Report of the Finance Committee, will be found in Chapter II. The Report of the Resolutions Committee and the Resolutions approved by the General Assembly are found in Chapter IV. The Accounts for 1994-1996 and other aspects of the administration of the Union are recorded in Chapter V, which constitutes the Report of the Executive Committee and thus provides the permanent record of the activities of the Union in the period 1994-1997. Chapter VI of this volume contains the reports of the Commission meetings in Kyoto, provided by the Commission Presidents. The Statutes, Bye-Laws and Working Rules of the Union as revised at the General Assembly are published in Chapter VII, while an updated version of the Rules for Scientific Meetings is given in Chapter VIII. Finally, Chapter IX contains lists of the countries adhering to the Union and of its approximately 8300 individual members, ordered by geographical location and commission membership as well as alphabetically (with full addresses). The IAU remains one of the few Scientific Unions in which a vigorous body of individual members contributes in a crucial way to the spirit and aims of the Union.

The activities of General Assemblies are designed to provide opportunities for scientific exchanges within scientific commission meetings or during informal exchanges and for establishing new personal links between astronomers from different countries and continents, and to review and conduct the administration of the Union. At the Inaugural ceremony on July 23, the Union was honored by the presence of the President of the Republic of Argentina. Dr. Carlos S. Menem, the representatives of the Argentine government, of the city of Buenos Aires and of the National and Local Organizing committees. The excellent scientific programme in Buenoes Aires was organized by the Presidents of the fourty IAU Commissions and coordinated by the IAU General Secretary (1988-1991), Prof. Derek McNally. The local arrangements were taken care of by Dr. Fernando R. Colomb. and his collaborators of the National Organizing Committee and by the Local Organizing Committee under the supervision of its chairman, Dr. Roberto H. Mendez. The present volume, IAU Transactions XXIB. summarizes the work of the XXIst General Assembly. The discourses given during the Inaugural and Closing Ceremonies are reproduced in chapters I & III respectively.

Book excerpt: This volume contains the fifteenth tri-annual reports of the Presidents of the forty Commissions of the International Astronomical Union; it refers to the progress in our discipline during the three years 1970, 1971 and 1972. As compared to earlier volumes a gradual change in character is unmistakable. The ever increasing flow of publications, combined with the obvious necessity to keep the Reports at a reasonable size and price level has gradually forced the Commission Presidents to be more selective than before in drafting their Reports. I have certainly stimulated them into that direction - in order that Reports like these be valuable and lasting, it seems imperative that the individual contributions have the character of a critical overall review, where a fairly complete summary is given of the major develop ments and discoveries of the past three years, and in which the broad developments and new trends be clearly outlined, while at the same time essential problems for future research are identified. With respect to the latter item I have suggested the Commission Presidents to add to their reports a brief section on scientific priorities for future research in the field of their Commissions. In order to save space I have suggested to Commission Presidents that references to published papers are given on the basis of their number in the published issues of Astronomy and Astrophysics Abstracts. This happened to all the scientific unions at the same time, and to the Olympic Games, which, unexpectedly, would serve as a laboratory for the “reconciliation” which took place following the re-opening of China to the world 20 years later. The so-called “China conflict” is the most important crisis in the post-WWII history of the IAU. Yet, many details about this conflict and its links to broader geopolitical events have long remained unsettled, obscure, or altogether absent. Drake and the Local Organising Committee under the co-Chairmanship of Prof. A. Oavidsen and Dr. R. Giacconi. The smooth day to day operation of the meeting resulted from the incomparable dedication of Karen Weinstock and Harold Screen.
