Book excerpt: We provide new theory and evidence on the role of external integration (reductions in international transport costs) and internal integration (reductions in domestic transport costs) in structural transformation and economic development using Argentina's integration into the world economy in the late-19th century. Using standard neoclassical assumptions, we derive the novel theoretical prediction of a spatial Balassa-Samuelson effect, in which locations closer to world markets have higher population densities, urban population shares, relative prices of non-traded goods and land prices relative to wages, and specialize in the most transport-cost-sensitive goods. We present reduced-form evidence in support of these theoretical predictions and structurally estimate the model's parameters using spatially-disaggregated data over nearly half a century. In counterfactuals using the estimated model, we find that reductions in transatlantic freight rates raised Argentina's GDP, population and welfare by 17.7, 13.8, and 7.1 percent, respectively. By comparison, the construction of the railroad network raised GDP, population and welfare by 12.8, 9.4 and 4.8 percent, respectively. We show that the construction of the railroad network raised the net present value of land income by more than its construction costs and that external integration magnified this impact on land values.

The analysis uses an empirical strategy based on an error correction model to assess whether the global trade slowdown is structural or cyclical. An estimate of the relationship between trade and income in the past four decades reveals that the long-term trade elasticity rose sharply in the 1990s, but declined significantly in the 2000s even before the global financial crisis. These results suggest that trade is growing slowly not only because of slow growth of Gross Domestic Product (GDP), but also because of a structural change in the trade-GDP relationship in recent years. The available evidence suggests that the explanation may lie in the slowing pace of international vertical specialization rather than increasing protection or the changing composition of trade and GDP.

The solutions show that the inequality in international income distribution will further increase and that the CMEA and OECD countries will approximately keep their relative positions, with some changes within these groups. Structural change is also analysed. Additionally separate forecasts prepared by each collaborating country group are given and may be compared with the forecasts by the world model. The book closes with chapters on special features of the future economic development: on the international debt problem, on long waves, on structural change in the world trade, on the emergence of service economics and on the comparison of GDP and NMP national accounting.

Book excerpt: This study’s objective is to examine the factors that have driven structural transformation (ST) in the Southeast Asian (SEA) economies and the policies supporting the process. It sets the stage by evaluating the ST in each country, quantifying the contribution of “within sector” and “structural change” to overall productivity growth and estimating the turning points (TPs) to gauge the prospects of income convergence. Eight SEA countries, undergoing a steady rate of economic growth —Cambodia, Lao PDR, Myanmar, Viet Nam, Philippines, Malaysia, Indonesia, and Thailand (CLMVPMIT) are chosen for analysis. We find their progress on ST to be consistent with the theory and historical patterns experienced in several developed and developing countries. However, progress is diverse across these countries and lags behind developed countries, indicating that labor is not exiting agriculture as fast as agriculture’s share of value added has been declining. The ST has decreased from 49 percent in Thailand to almost 3 percent each in Cambodia and Malaysia during 1991 to 2016. Further, the contribution of within change to productivity, which was pivotal during the 1990s in each country is rather subdued during the 2000s, thereby giving comparative primacy to structural change. A relatively higher—57 to 80 percent—contribution of structural change in Cambodia and Lao PDR, together with productivity growth, may be explained by increasing migration and trade in nonagriculture products. We also find that while Lao PDR, Thailand, and Indonesia have reached their TPs, other nations, especially the poorer ones such as Viet Nam, Myanmar, and Philippines are predicted to take at least a decade towards this goal. Empirical analysis suggests ST in CLMVPMIT is positively driven by agricultural productivity, terms of trade, and public investments in infrastructure, with little role for rural to urban migration and market integration. Large inter-sectoral productivity differentials across SEA countries, other than in Cambodia and Malaysia, necessitates to accelerate agricultural disproportionate share of the labor force in agriculture through higher productivity.
