The protection of the patient's privacy is another security objective. Intensive national data protection regulations are today guiding professional work, but long before data protection came into the focus of public concern, ethical and professional demands already controlled the disclosure of patient data. This is the history of medical data protection. The issues presented in this book are critical because telematics technology is now being used througout the health care system for dealing with very sensitve data. More and more computers and systems are interconnected, they are increasingly interoperable. Yet the primary demands are that they are correct, not corrupted, relevant, complete, and accesible only to authorised persons. This raises technological and legal, regulatory, and ethical issues that are dealt with in a national context, but also at the Community level in the form of proposals for EU directives on data protection and concerning the protection of personal data and privacy in the context of digital telecommunications networks. The objective of this book is to promote the appropriate use of the developed Telematics infrastructure across Europe by educating and training healthcare professionals in a harmonising way across Europe in the upcoming field of Health and Nursing Informatics. For achieving this objective the European Commission established a series of European Conferences on Health Telematics Education, and Workshops by experts (users, developers and policymakers). In this book the Proceedings of the first European Conference in 'Health Telematics Education' (HTE'96), organised by the NIGHTINGALE project and supported by the IT EDUCTRA project, are included as well as the minutes and the presentations of the NIGHTINGALE Workshops.

The problems in establishing an effective Incident Reporting scheme are explored together with the Verification activities that were used to explore the security guidelines across Europe. The ISHTAR Security Training course is described as well as the ISHTAR Security Manager, SecureMan, that resulted from the creation of a database of security measures in place of the paper-based previous work.

Open distributed information systems have started to bring professionals together from all over the world. On the one hand easy processing and communication of images, sound and texts will help to visualize and therefore treat illnesses and diseases efficiently, on the other hand the very ease of access and use can threaten patient privacy, accountability and health care professional secrecy. Developments in community care are responsible for the fact that many aspects of patient care are delivered outside the closed walls of a hospital and hence patient records must also be accessible and updated throughout the community. Therefore, the introduction of information technology should focus primarily on the improvement of the health of patients or, at least, not putting patients' health at risk. This means that the right data has to be available to the right person at the right time (availability). Information technology deeply affects the confidential relationship between patient and doctor, since it increasingly surrounds and mediates it. Information systems in health care establishments are increasingly developing towards an integrated system where various users can interact and communicate. The process of integration will cross the borders of local health care establishments and it will progressively expand, e.g., into patients' homes, into a European health care community, in order to support the mobility of patients, the exchange of medical and administrational data, transfer of bills and money.
