The goal is to estimate the amount of traffic that could be diverted to the toll facility in an existing corridor with a free access road as an alternate route. Some possible methods to estimate the toll price are discussed as well as an analysis to determine the optimum toll. The Mexican experience is used as a case study to develop empirical models.

Book excerpt: The first toll road in Indonesia was opened to traffic in 1978. There have been few studies undertaken on toll elasticities of travel demand on the toll roads in Indonesia. This report presents the results of the toll elasticity study on the Jakarta-Cikampek toll road, one of the busiest toll roads in Indonesia which has several experiences with toll changes. Elasticities were measured over different periods, for different levels of travel distance with the arc elasticity and shrinkage ratio method. The mean values of the overall toll-elasticities using the arc elasticity method for passenger cars (class 1) range from -0.28 “0.24 (1 month analysis) to -0.43 “0.24 (4 months analysis) and for commercial vehicles (class 2) range from -0.25 “0.20 to -0.40 “0.19. By using the shrinkage ratio, the results are range from -0.22 “0.18 to -0.32 “0.19 for class 1 and from -0.22 “0.18 to -0.26 “0.14 for class 2. Another important finding is that the medium-distance toll elasticities are significantly more inelastic than other short-distance (under 20 km.) and long-distance (over 40 km.) toll elasticities. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 39 (thesis year 1994) a total of 13,953 thesis titles from 21 Canadian and 159 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 39 reports theses submitted in 1994, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.

Using estimated travel patterns, planners can then help decision makers select the array of projects that will best suit the needs of their community. Travel behavior is a function of many variables, with cost being among the most important. Recent fluctuations in the price of gas provide an excellent opportunity to observe the impact of the price of gas on travel behavior. This project goes a step beyond looking at the elasticity of travel with respect to gas price by examining how recent changes in gas prices have impacted travel on specific facilities: toll facilities. Data from around the US was used to examine how traffic levels on toll roads have been affected by fluctuations in gas prices over the last several years. This study developed models that account for the many other exogenous factors influencing toll road use (such as local economy, population, and toll rates), and provide an elasticity of toll road demand with respect to gas price independent of those other factors. This study will provide planners and toll road authorities with valuable information on how travelers react to increasing cost of travel when already selecting a mode with an added cost (the toll). The research findings indicated that travel demand elasticity estimates with respect to gas price were inelastic and mostly negative. Elasticities found here for the period from 2000 to 2010 ranged from -0.36 to +0.14, similar to those found in the literature for non-toll facilities. However, the average value of the elasticities found here were much smaller (closer to -0.06) than those found for non-toll facilities.
