An increased use of rail freight could allow the supply chain to accommodate these increased volumes while minimizing highway congestion and improving energy efficiency in the transportation sector. Shippers and policymakers are concerned that the existing infrastructure--much diminished after decades of track abandonment--lacks sufficient capacity to accommodate the increased demand for rail freight. This report draws from publicly available data on the U.S. railroad industry to provide observations about rail infrastructure capacity and performance in freight transportation. Railroads have improved their productivity in the past three decades, mitigating immediate concerns about capacity, but concerns about future capacity constraints appear to be justified. Insufficient data exist to determine whether rail performance is now stable, significantly declining, or improving. The railroad system is privately owned and operated, but there is a public role for easing rail capacity constraints because private decisions about transportation investment and freight shipping have public consequences for safety and the environment. A better understanding of the public and private cost trade-offs between shipping freight by truck and by rail is needed. Improvements to data quality and freight-modeling tools will improve the ability for policymakers to better target public investment in the rail freight transportation system.

Competition in the industry has decreased. Before enactment of the Staggers Act in 1980, there were approximately 40 large railroad companies. Today that figure would be closer to seven, so competition is down, and profits are up. In passing the Staggers Act, Congress recognized the need for a robust freight rail system. That law made sweeping regulatory changes which gave the railroad industry an opportunity to improve its finances and the ability to compete against other transportation modes. In that regard, the Staggers Act has worked; the railroad industry got the capital, but they haven't necessarily used it properly. For several months now, the agricultural, coal, chemical, and automotive industries, among others, have been experiencing serious service delays on rail, sometimes on the order of months. Whether it has been extreme winter weather, a surge in Bakken crude oil production, a recovering economy, or a combination of factors, we must do more to move our grain to market, coal to power plants, automobiles to consumers, and passengers to their destinations than we currently are.

Book excerpt: Limitations in Network Rail's information on its own costs are hampering the ability of the Office of Rail Regulation (the Regulator) to judge the genuineness of the efficiency savings reported by Network Rail. This report acknowledges that the Regulator has significantly developed the methods it uses to judge efficiency. Its targets have demanded substantial improvements from Network Rail. Network Rail has made efficiency savings of 27 per cent in the five years to 2008-09, equivalent to £1.8 billion in that final year. This was below the Regulator's target of 31 per cent, although this was still an achievement when compared to savings in other regulated industries. The Regulator has determined that substantial scope remains for Network Rail to improve its efficiency, estimating that maintenance and renewal activities were 34 per cent to 40 per cent less efficient than the most efficient European rail infrastructure managers in 2008. The Regulator estimates that Network Rail can achieve further efficiency savings of 21 per cent in the five years to March 2014 - equivalent to spending £940 million less in 2013-14 than the forecast for that year without efficiency gains. However, there are continuing limitations in the robustness and coverage of Network Rail's unit cost information. These need to be addressed promptly to improve confidence that future efficiency targets accurately reflect Network Rail's potential for sustainable savings, as the efficiency gap narrows, and that reported savings correctly reflect efficiency gains actually achieved.

Optimal control can be used to find energy-efficient driving strategies for trains. This book describes the train control problem and shows how a solution was found at the University of South Australia. This research was used to develop the Metromiser system, which provides energy-efficient driving advice on suburban trains. Since then, this work has been modified to find practical driving strategies for long-haul trains. The authors describe the history of the problem, reviewing the basic mathematical analysis and relevant techniques of constrained optimisation. They outline the modelling and solution of the problem and finally explain how the fuel consumption can be minimised for a journey, showing the effect of speed limits and track gradients on the optimal driving strategy.
