In a decade and a half of innovation, the navy equipped its indigenously built frigates, corvettes, and other vessels with combinations of the latest available weapons and equipment from the Soviet Union, from Europe, and from indigenous sources. A tiny "ship design cell," which in 1965 was designing yard craft, was by 1990 designing an aircraft carrier, submarines, and missile destroyers. The new acquisitions from the Soviet Union ranged from missile destroyers, conventional submarines, and long-range reconnaissance aircraft, to minesweepers. All these high-tech inductions needed to be operated and manned by better-educated and better-trained personnel. New maintenance, repair, and refit facilities had to be created. The increase in the volume of spares and the diversity of sources compelled modernization of the logistics system. This volume analyzes how these problems were tackled.

This program was initiated by the then Norwegian Council of Fisheries Research, which was later integrated in The Research Council of Norway. Modelling has been a key element in the program. In the first place, modelling, be it singlespecies or multispecies modelling, is an efficient way of summing up existing knowledge, and performing analyses of different types on the basis of it. Further more, models may serve as a meeting ground between fishery researchers from differ ent academic fields. This has been an important aspect of the Multispecies program, bringing together oceanographers, biologists, economists, mathematicians and stat isticians in fruitful cooperation. That this has proved possible may be taken as an important result of the program. The multispecies aspect has perhaps underscored the need for inter-disciplinary cooperation. The different authors are, of course, responsible for their respective contributions. Book excerpt: It has long been recognised that Britain has declined relatively to other countries, although there are differences of view both on the beginning of the decline and its causes. The author pinpoints two causes: first, a technological inferiority which has resulted in the country's exporting goods of poorer quality and importing goods of higher quality; secondly, the tendency for an upward pressure on incomes, from a society of political equals where each individual has expectations of a level of income reasonably comparable with others. The claims of different groups are easily accommodated in a semi-monopolistic industrial structure and are passed on in higher prices. Keynes recognised the latter problem of cost-push; but his intellectual revolution was not accompanied by a change of institutions, which continued to act in accordance with an earlier tradition. The present Government has reached a false diagnosis in ascribing the country's problems to too much money. It has therefore worsened the situation and weakened such hopes as there were of improvement.
