The QDR should outline the Pentagon's threat assessments, military strategy, force structure proposals, and budgetary plans, and it should establish a road map for defense programs that will prepare for the next 20 years. Because defense policy is subordinate to foreign policy, the strategy should take its cue from the President's National Security Strategy. A flawed QDR could be used for years to justify policies that lead to a weakened and underprepared military.

The authors' thorough understanding of the statutory requirements for strategic planning and the interactions between the Chairman's complex strategic planning process and other key DOD planning systems enables them to explicate today's strategic planning challenges and offer insightful recommendations. Strategic planning in the post-Cold War era has proven to be exceptionally problematic. The plethora of national and international tensions that the east-west confrontation of the Cold War in large measure subdued combine now to create a world replete with diverse challenges to U.S. interests. Equally disturbing is the fact that these challenges are not as clearly defined and easily articulated as was the monolithic Soviet threat. The authors point out that the Cold War provided inherent stability in U.S. strategic planning and that the basic elements of a strategic military plan evolved over time. They go on to argue that the elimination of the National Military Strategy Document and the abandonment of the Base Case Global Family of Operation Plans amounted to recision of the Chairman's strategic plan, and that nothing has been developed to take its place.

Yet the changes that have characterized the post-Cold War era have often proceeded at different paces and have at times moved in opposing directions, placing unprecedented strain on policymakers seeking to shape a new national security and military strategy. This report describes the challenges policymakers have faced as seen through the lens of the three major force structure reviews that have taken place over the past decade: the 1990 Base Force, the 1993 Bottom-Up Review, and the 1997 Quadrennial Defense Review. The report focuses on the assumptions, decisions, and outcomes associated with these reviews as well as the planning and execution of each. It concludes that all three reviews fell short of fully apprehending the demands of the emerging threat environment, and the budgets that would be needed and afforded, resulting in a growing imbalance between strategy, forces, and resources over the decade. Accordingly, the report recommends that future defense planners adopt an assumption-based approach in which key planning assumptions are continually reassessed with a view toward recognizing--and rapidly responding to--emerging gaps and shortfalls.

Previously, he was an Army fellow/visiting scholar at the University of Maryland's Center for International and Security Studies and a strategist with the Strategy, Plans, Concepts, and Doctrine Directorate, Department of the Army Staff in Washington, DC. Mr. Freier twice deployed to Iraq as a strategist while assigned to the Army War College. From January to July 2005, he served in the Strategy, Plans, and Assessments Directorate of Headquarters, Multi-National Force–Iraq, and from May to August 2007, he served as a special assistant to the Commander, Multi-National Corps–Iraq, in the Commander's Initiatives Group. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book.
