Book excerpt: Excerpt from Thirty-Seventh Annual Report of the Board of Education: For the Year Ending June 30, 1891 The maintenance of which provision had been made by the local Boards up to the end of the school year, June 30, 1890. With the exception of a few dis tricts these appropriations were inadequate and it became necessary to use part of the funds raised by taxation for the schools within the old city limits to continue the schools in the annexed portion up to the end of the school year. For the period from July 1, 1890, to December 31, 1890, no appropriation had been made by the local school authorities of the annexed districts and could not have been made for the reason that the fiscal year in these districts ended June 30, the same as the school year. In the old city, the fiscal year runs from January 1 to December 31, and while our school year begins July 1 and closes the 30th day of June next, the appropriations are made for the calendar year. On account of this state of affairs all the schools of the annexed territory had to be maintained from July 1 to December 31, 1890, out of the taxes levied and collected in the old city, involving an amount of no less than five hundred thousand dollars. Considering the fact that the appropriation made by the Council the year previous, but becoming available only dur ing the year 1890, amounted to only two million of dollars, it is hardly necessary to ex plain that the extra expenditure of half a million of dollars on account of the annexed territory proved.
