Book excerpt: An Exercise in Redeployment: The Report of a Trade Union Study Group discusses the report of a trade union study group that probed the cancellation of the TSR2 project, forcing some 2,000 employees of Bristol Siddeley Engines Ltd. to look for other jobs. The report shows how the study group saw and handled the problems; how they saw management's reactions; the efforts of the full-time trade union officials; the response from Ministry of Labor officers; and attitudes on the shop floor and in the office. Emphasis is placed on the shop-floor environment and the shop-floor negotiators. This book is comprised of 15 chapters and opens with a background description of the aircraft industry, followed by a discussion on the TSR2 and the thinking and expectations behind the British government's decision to cancel the project. An analysis of redundancy then follows with the group's thoughts directed towards the sort of questions which are not very often addressed. The negotiations that took place, including those involving severance pay and overtime, are considered. The extent of the experience of members of the study group in previous redundancies is also assessed. The last section gives some indication of what happened to some of the TSR2 workers who nominated themselves to leave under the voluntary system. This monograph will be of interest to trade union members and officials as well as labor policymakers.

The Battle of the Fields tells the story of rural community and authority in Britain during the Second World War by looking at the County War Agricultural Executive Committees. From 1939 they were imbued with powers to transform British farming to combat the loss of food imports caused by German naval activity and initial European mainland successes. Their powers were sweeping and draconian. When fully exercised against recalcitrant farmers, dispossession in part or whole could and did result. This book includes the most detailed analysis of these dispossessions including the tragic case of Ray Walden, the Hampshire farmer who was killed by police after refusing to leave hisfarmhouse in 1940. The committees were deemed successful by Whitehall as harbingers of modernity: mechanization, draining, artificial fertilizers, reclamation of heaths, marshes and woodlands. We now deplore some of these changes but Britain did not starve, in large part thanks to their efforts. This book will appeal not only to historians and geographers, but to many who maintain a deep interest in the British countryside and its past, and tothose who continue to share a fascination for the Second World War, in particular the "home front". It will also demonstrate to all who are anxious about food security in the modern age how this question was dealt with 70 years ago. Book excerpt: The House should be given the opportunity to restate its acceptance of the principle behind the proposal that lay members be added to the Committee on Standards and Privileges, the Procedure Committee concludes in a report published today. The committee's report responds to the resolution of the House of 2 December last year that lay members should sit on the Committee on Standards and Privileges. If that principle is restated, the House should study with care the arguments made for the inclusion of lay members with or without voting rights, and decide whether lay members should be appointed to the committee with full voting rights or whether they should be appointed with more limited rights protected by rules on quorum and publication of their opinion or advice. A decision in favour of membership with full voting rights would require legislation to be brought forward to put beyond reasonable doubt any question of whether parliamentary privilege applies to the Committee on Standards where it has an element of lay membership. The Procedure Committee recommends that the Committee on Standards and Privileges should be split in two, and that lay members should be included only on the committee relating to standards. The committee also makes a number of practical recommendations about the number, appointment and term of office of lay members.
