Book excerpt: Ronald Reagan's term in office was punctuated by four significant employments of military force: the deployment of Marines to Lebanon; the intervention in Grenada; the air strikes against Libya; and the deployment of naval forces to the Persian Gulf. In the aftermath of each of these military operations, critics questioned the constitutional basis for such unilateral presidential war-making, arguing that Congress alone is empowered to declare war. Debates over whether the President failed to comply with the statutory requirements of the War Powers Resolution further complicated these constitutional disagreements. In The Reagan Wars, David Hall seeks to overcome a key source of confusion in these heated debates—the failure to distinguish between the wisdom of Reagan's actions and their legality. He demonstrates that the circumstances under which the Constitution permits unilateral presidential war-making were present when President Reagan waged war between 1980 and 1988. Hall first considers the thinking of the Constitution's Framers on the question of war powers and the subsequent two hundred years of judicial interpretation regarding the proper balance between congressional and presidential authority to make war. In light of this historical background, he then closely examines the facts and the legal circumstances of each of the four "Reagan wars." Hall's thought-provoking conclusions deserve the attention of anyone interested in the role of the Constitution in U.S. foreign policy-making.

The teenage super/heroines examined in this book are characters who have the ability—through super power, or supernatural and magical ability—to fight back against those who seek to cause them harm. They are a product of and a response to both the pervasive culture of violence against girls and women and a system that fails to protect girls and women from harm. While this book is part of a robust intellectual conversation about the role of girls and women in popular literature and culture and about feminist analyses of comics and YA literature, it is unique in its reading of violence as empowerment and in its careful tracing—and naming—of the teenage vigilante super/heroine, a characterization that is hugely popular and deserves this close reading.

Simply defined, it means deliberately taking the law into one's own hands. The history of the United States is filled with many examples of "establishment violence." This form of violence was evident when ranchers lynched the cattle rustler and when the early Ku Klux Klan terrorized African Americans back into their "proper position." It is also apparent when urban community groups execute drug pushers and when political parties resort to breaking and entering, electronic surveillance, sabotage, and seduction. Establishment violence is a global phenomenon and not restricted to the United States. In Brazil the Esquadāro da Morte (Death Squad) executes individuals suspected of being habitual criminals. The Protestant B Specials in Northern Ireland abused Catholics. Strong anti-Chinese feelings spawned vigilante groups in Southeast Asia. Other vigilante bands have included the Society of Muslim Brothers in Egypt, the White Hand of Guatemala, the Jewish Defense League, and the Nazi Brown Shirts. Every society that is holding together contains groups that value their place in the system (even if it is modest) and prefer things as they are. If they believe that criminals are escaping punishment because of corruption or leniency, or that people who seek a change in social status and approved values a regaining power, or that the legitimate authorities are unable or unwilling to preserve the present order, they frequently take violent action to defend their position. These are the vigilantes, and this book considers their brand of "establishment violence" in the widest sense. Their goals, tactics, personalities, and place in a country's general political configuration are thoroughly analyzed by the historians, political scientists, sociologists, and psychologists who have contributed to this volume. Part I is devoted to theory and offers a typology of vigilantism; Part II covers vigilante episodes in the United States. Part III places vigilantism in a comparative perspective, with examples from Asia, Africa, and Europe.

Book excerpt: Existing theories of election-related violence often assume that if elites instigate violence, they must benefit electorally from doing so. With a focus on Kenya, this book employs a wide array of data and empirical methods to demonstrate that - contrary to conventional wisdom - violence can be a costly strategy resulting in significant voter backlash. The book argues that politicians often fail to perceive these costs and thus employ violence as an electoral tactic even when its efficacy is doubtful. Election-related violence can therefore be explained not solely by the electoral benefits it provides, but by politicians' misperceptions about its effectiveness as an electoral tactic. The book also shows that violence in founding elections - the first elections held under a new multiparty regime - has long-lasting effects on politicians (mis)perceptions about its usefulness, explaining why some countries' elections suffer from recurrent bouts of violence while others do not.
