Available in PDF, EPUB and Kindle. Book excerpt: How the fear of a shortage in American science talent fuels cycles in the technical labor market Is the United States falling behind in the global race for scientific and engineering talent? Are U.S. employers facing shortages of the skilled workers that they need to compete in a globalized world? Such claims from some employers and educators have been widely embraced by mainstream media and political leaders, and have figured prominently in recent policy debates about education, federal expenditures, tax policy, and immigration. Falling Behind? offers careful examinations of the existing evidence and of its use by those involved in these debates. These concerns are by no means a recent phenomenon. Examining historical precedent, Michael Teitelbaum highlights five episodes of alarm about "falling behind" that go back nearly seventy years to the end of World War II. In each of these episodes the political system responded by rapidly expanding the supply of scientists and engineers, but only a few years later political enthusiasm or economic demand waned. Booms turned to busts, leaving many of those who had been encouraged to pursue science and engineering careers facing disheartening career prospects. Their experiences deterred younger and equally talented students from following in their footsteps—thereby sowing the seeds of the next cycle of alarm, boom, and bust. Falling Behind? examines these repeated cycles up to the present, shedding new light on the adequacy of the science and engineering workforce for the current and future needs of the United States.

Working Group on the Academic Research Enterprise and published by . This book was released on 1989-01-15 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government-University-Industry Research Roundtable created a working group of government officials, corporate executives, university administrators, and scientists to examine current trends in the university research enterprise, predict the impact of trends on the future of the enterprise, determine the options for the future of the enterprise, and explore national strategies for meeting the challenges of the future. The working group's progress in analyzing the status of scientific and technological research in academic settings and identifying central issues is described. The first section outlines the status, trends, and issues in academic research in science and technology. Identified trends include the following: (1) the environment in which the academic research community must function will increase in complexity; (2) during the next decade, faculty retirements will increase demand for academic research personnel; and (3) sustaining the quality of current research institutions and programs is increasingly expensive. The second part summarizes trends and distributions in national and academic research and development expenditures, total academic expenditures and revenues, academic personnel, higher education enrollments, and science and engineering degrees. A substantial number of illustrative graphs are included. (MSE)

Available in PDF, EPUB and Kindle. Book excerpt: An urgent reality check for America’s blinkered fixation on STEM education. We live in an era of STEM obsession. Not only do tech companies dominate American enterprise and economic growth while complaining of STEM shortages, but we also need scientific solutions to impending crises. As a society, we have poured enormous resources—including billions of dollars—into cultivating young minds for well-paid STEM careers. Yet despite it all, we are facing a worker exodus, with as many as 70% of STEM graduates opting out of STEM work. Sociologist John D. Skrentny investigates why, and the answer, he shows, is simple: the failure of STEM jobs. Wasted Education reveals how STEM work drives away bright graduates as a result of “burn and churn” management practices, lack of job security, constant training for a neverending stream of new—and often socially harmful—technologies, and the exclusion of women, people of color, and older workers. Wasted Education shows that if we have any hope of improving the return on our STEM education investments, we have to change the way we’re treating the workers on whom our future depends.
