In contrast to earlier studies, its emphasis is on Angolan people's relationship to the rival political forces that prevented the development of a united nation. Pearce's argument is based on original interviews with farmers and town dwellers, soldiers and politicians in Central Angola. He uses these to examine the ideologies about nation and state that elites deployed in pursuit of hegemony, and traces how people responded to these efforts at politicisation. The material presented here demonstrates the power of the ideas of state and nation in shaping perceptions of self-interest and determining political loyalty. Book excerpt: For the past decade, the U.S. Marine Corps and its sister services have been engaged in what has been termed "hybrid warfare," which ranges from active combat to civilian support. Hybrid warfare typically occurs in environments where all modes of war are employed, such as conventional weapons, irregular tactics, terrorism, disruptive technologies, and criminality to destabilize an existing order. In August 2010, the National Research Council established the Committee on Improving the Decision Making Abilities of Small Unit Leaders to produce Improving the Decision Making Abilities of Small Unit Leaders. This report examines the operational environment, existing abilities, and gap to include data, technology, skill sets, training, and measures of effectiveness for small unit leaders in conducting enhanced company operations (ECOs) in hybrid engagement, complex environments. Improving the Decision Making Abilities of Small Unit Leaders also determines how to understand the decision making calculus and indicators of adversaries. Improving the Decision Making Abilities of Small Unit Leaders recommends operational and technical approaches for improving the decision making abilities of small unit leaders, including any acquisition and experimentation efforts that can be undertaken by the Marine Corps and/or by other stakeholders aimed specifically at improving the decision making of small unit leaders. This report recommends ways to ease the burden on small unit leaders and to better prepare the small unit leader for success. Improving the Decision Making Abilities of Small Unit Leaders also indentifies a responsible organization to ensure that training and education programs are properly developed, staffed, operated, evaluated, and expanded.

They come in a dizzying array of forms: some informally linked to the state and state power, others in opposition to the state; some pursuing classic political goals, others primarily predatory and large-scale criminal enterprises. All groups, however, challenge the state’s Weberian monopoly of the legitimate use of force, yet their origins, evolution, violent dynamics, and relations with state power are poorly understood. This interdisciplinary collection includes both conceptual and empirical studies of contemporary armed groups, examining cases in Latin America, Asia and Africa. Book excerpt: When Portugal's colonial rule in Angola ended in 1974, three liberation groups-UNITA (National Union for the Total Independence of Angola), FNLA (National Front for the Liberation of Angola), and MPLA (Popular Movement for the Liberation of Angola)-agreed to a tripartite movement for the fledgling nation. Conflicts quickly arose and the MPLA, with Cuban and Soviet assistance, drove its rivals from the capital, instigating a civil war, which continues into three periods (1975-1991, 1992-94, and 1998-2002). This volume covers the first period, focusing on the political history of the UNITA movement and its struggles with the MPLA. The Angolan civil war was the product of personal jealousies, contrasting ideologies, and ethnic animosities. From its inception, the conflict between UNITA and Angola's Marxist government was an international affair involving the U. S., the USSR, China, and many African states: W. Martin James III, who wrote his book near the close of the first period of civil war, contends that despite Gorbachev's "new thinking" and talk of peaceful solutions to regional conflicts, Soviet policy toward Angola marked a reversion to the Brezhnev Doctrine. The biggest MPLA-Cuban offenses occurred during Gorbachev's tenure with Soviet advisers at the brigade level directing an MPLA offensive. American policy toward Angola is also examined here. This is the first book to emphasize the dynamic role of UNITA in the Angolan liberation movement. James acknowledges that the importance of foreign powers in guaranteeing a government of national reconciliation. Just as important are strategies of compromise requiring trust in a political context where it is violated and submission for the common good where defiance is a remnant of the colonial past. What allowed the Israeli brigades on the Golan Heights to defeat an Arab coalition that launched a surprise attack with a force that vastly outnumbered the Israelis in men, tanks and artillery? The one advantage the Israelis had was the quality of leadership at the small-unit level. This study begins with a brief review of the strategic and operational situation in the Middle East in 1973. This includes background information on the Israeli and Arab forces facing each other on the Golan Heights and their plans for the defense and attack respectfully prior to the start of hostilities. The majority of the thesis discussion is concerned with the actual battle on the Golan Heights. It highlights the contributions that small-unit leadership made during the battle that allowed the vastly outnumbered IDF to destroy a massive Soviet-style Arab army. This portion of the study also looks at the experiences of those Israeli leaders involved in the fighting. The study then looks at leadership from the Israeli perspective. I define what leadership is and why it is important at the small-unit level. I take a close look at how the Israeli Defense Force (IDF) picks and trains its leaders and what role the Israeli Military Culture plays in that process. The conclusion of the thesis is that the IDF was able to fight and win even though surprised and vastly outnumbered due to the quality of leadership at the small-unit level. This lesson may prove to be important still today as the armies of the Western societies continue to get smaller even though they still face the threat of fighting the massive Soviet-style armies of the “Axis of Evil” for decades to come.
