Available in PDF, EPUB and Kindle. Book excerpt: Medicaid, one of the largest federal programs in the United States, gives grants to states to provide health insurance for over 60 million low-income Americans. As private health insurance benefits have relentlessly eroded, the program has played an increasingly important role. Yet Medicaid’s prominence in the health care arena has come as a surprise. Many astute observers of the Medicaid debate have long claimed that “a program for the poor is a poor program prone to erosion because it serves a stigmatized, politically weak clientele. Means-tested programs for the poor are often politically unpopular, and there is pressure from fiscally conservative lawmakers to scale back the $350-billion-per-year program even as more and more Americans have come to rely on it. For their part, health reformers had long assumed that Medicaid would fade away as the country moved toward universal health insurance. Instead, Medicaid has proved remarkably durable, expanding and becoming a major pillar of America’s health insurance system. In Medicaid Politics, political scientist Frank J. Thompson examines the program’s profound evolution during the presidential administrations of Bill Clinton, George W. Bush, and Barack Obama and its pivotal role in the epic health reform law of 2010. This clear and accessible book details the specific forces embedded in American federalism that contributed so much to Medicaid’s growth and durability during this period. It also looks to the future outlining the political dynamics that could yield major program retrenchment.

Book Visions of Poverty

Download or read book Visions of Poverty written by Robert Asen and published by MSU Press. This book was released on 2012-01-01 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: Images of poverty shape the debate surrounding it. In 1996, then President Bill Clinton signed welfare reform legislation repealing the principal federal program providing monetary assistance to poor families, Aid to Families with Dependent Children (AFDC). With the president's signature this originally non-controversial program became the only title of the 1935 Social Security Act to be repealed. The legislation culminated a retrenchment era in welfare policy beginning in the early 1980s. To understand completely the welfare policy debates of the last half of the 20th Century, the various images of poor people that were present must be considered. Visions of Poverty explores these images and the policy debates of the retrenchment era, recounting the ways in which images of the poor appeared in these debates, relaying shifts in images that took place over time, and revealing how images functioned in policy debates to advantage some positions and disadvantage others. Looking to the future, Visions of Poverty demonstrates that any future policy agenda must first come to terms with the vivid, disabling images of the poor that continue to circulate. In debating future reforms, participants-whose ranks should include potential recipients-ought to imagine poor people anew. This ground breaking study in policymaking and cultural imagination will be of particular interest to scholars in rhetorical studies, political science, history, and public policy.

Book Welfare Transformed

  • Publisher : Oxford University Press
  • Release : 2007-08-22

Download or read book Welfare Transformed written by Robert Cherry and published by Oxford University Press. This book was released on 2007-08-22 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the ten years after President Clinton made good on his promise to "end welfare as we know it" by signing the reform act of 1996, the number of families on welfare dropped by over three million. This hotly contested legislation has fueled countless hyperbolic arguments from both sides of the political spectrum rather than a clearheaded examination of the actual results of the reform. Robert Cherry steps into the fray with a story that differs sharply from both conservative and liberal critiques. He portrays the women who left welfare as success stories rather than victims, and stresses the many positive lessons of the policy initiatives that accompanied the reform without downplaying the problems it created. The result is an eye-opening look at the ground-level repercussions of welfare policy changes, developments that have been overshadowed by partisan politics for too long. Anchored by solid economic research and policy background, Welfare Transformed comes alive with revealing interviews of key members of the Clinton Administration, directors and staff at welfare-to-work programs and community colleges, and - most importantly - welfare leavers themselves. Cherry carefully explains the factors (racial, social, economic, generational) that spurred and shaped the reform, and moves past partisan rhetoric in his review of its effects. Instead, he pays attention to concrete data and real people's experiences that combine to provide a full account of the legislation's aftermath. Armed with this new view, Cherry offers a range of strong suggestions for transforming successful welfare policies into universal family policies, from strengthening federal economic supports for working families to improving our community colleges. A refreshing take on a lightning-rod subject, this book is certain to foment heated discussions among all who read it.
