Download or read book Nice Try written by Richard E. Baldwin and published by Centre for Economic Policy Research. This book was released on 2001 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: EU member nations must decide whether to ratify the Nice Treaty. This report, written to inform these decisions, is highly critical of the Treaty but argues that it should be passed since it is 'repairable' and rejecting it would delay Eastern enlargement. It proposes two 'emergency repairs' to the Treaty. The authors marshal the best available empirical evidence and analytic techniques to show that the Treaty fails to meet its goal of adjusting EU decision-making to the realities of a Union with 27& members. Far from maintaining the EU's ability to act after enlargement, the authors argue that the Nice reforms reduce EU27 decision-making efficiency below what it would have been with no reform. Unless the Treaty is mended, future integration will be guided by intergovernmental initiatives in which large members play a large role due to their economic dominance. The Treaty also fails to resolve the ECB's 'numbers problem' - enlargement without reform would also damage the ECB's decision-making capacity. The Treaty does include an 'enabling clause' to help solve this problem: the report analyses the possible solutions and proposes specific reforms.

Book The EU s Lisbon Treaty

Download or read book The EU s Lisbon Treaty written by Finn Laursen and published by Routledge. This book was released on 2016-03-03 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Lisbon Treaty, which came into force in December 2009, aims to make the European Union both more efficient and legitimate. Two new important posts were created; an elected President of the European Council and a High Representative (HR) of the Union for Foreign and Security Policy who will also be a Vice-President of the Commission. Leading international scholars have been gathered together to examine the institutional choices and innovations of the Lisbon Treaty and discuss the likely effects of these changes. Will the changes meet the declared goals of a more efficient and democratic Union which will allow the EU to act internationally with greater coherence and efficiency? If institutions matter, how much do they matter? How significant is the Lisbon Treaty? What kind of leadership will be available in the post-Lisbon EU?

Book Theory and reform in the EU

Download or read book Theory and reform in the EU written by Dimitris N. Chryssochoou and published by Manchester University Press. This book was released on 2013-07-19 with total page 436 pages. Available in PDF, EPUB and Kindle. Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This substantially updated and revised edition offers a comprehensive overview of the challenges confronting the political system as well as the international politics of the European Union. It draws from a spectrum of regional integration theories to determine what the Union actually is and how it is developing, examining the constitutional politics of the European Union, from the Single European Act to the Treaty of Nice and beyond. The ongoing debate on the future of Europe links together the questions of democracy and legitimacy, competences and rights, and the prospects for European polity-building. The aim is to contribute to a better understanding of the emerging European polity and the questions that further treaty reform generates for the future of the regional system. The authors also assess the evolving European security architecture; the limits and possibilities of a genuine European foreign, security and defence policy; and the role of the EU in the post-Cold War international system. Common themes involve debates about stability and instability, continuity and change, multipolarity and leadership, co-operation and discord, power capabilities and patterns of behaviour. The book traces the defining features of the ‘new order’ in Europe and incorporates an analysis of the post-September 11th context.
