The study of civil government is properly a department of ethics, and unless considered ethically, is essentially barren. The city boy soon enough and easily enough becomes acquainted with the facts of municipal administration, - what offices there are, what salaries they carry, and how they are filled. What he is not likely to learn, unless the school teaches it, is the moral aspect of all civil functions, the right and wrong of them. In all these matters false standards are so common, moral distinctions have become so confused by custom, that unless the truth is apprehended clearly before selfish interests blur the vision, unless right principles are early instilled, the young man is likely to come into his heritage of citizenship morally handicapped, and society is sure to suffer thereby. Those universal principles of fairness which underlie all righteous law appeal with peculiar force to boys, are indeed inwrought by them into all their organizations. They must also have a working knowledge of social agencies, good judgment as to methods of social activities, and a more or less comprehensive understanding of fundamental principles of social life and progress. Much can be done in childhood and in the elementary grades of the school to create interest and give a certain amount of concrete knowledge of particular social activities and agencies, but not until boys and girls have reached the years of adolescence, the high-school age, can they begin to gain any very full understanding of abstract principles of social, civic, and governmental life. Instruction in this subject in the high school is therefore of utmost importance. For use in the high schools many textbooks and manuals have been prepared on this subject, some good and some not so good, but there is still need for good manuals on the subject of community civics that will help teachers to treat the subject in an inductive way and to relate it properly to other subjects and to the past, present, and future life of the students. The manuscript transmitted herewith offers such help, and I therefore recommend that it be published as a bulletin of the Bureau of Education. It was prepared by a special committee of the National Education Association's commission on the reorganization of secondary education. This special committee consists of Prof. J. Lynn Barnard, of the Philadelphia School of Pedagogy; Clarence D. Kingsley, high-school inspector for the Massachusetts State Board of Education; F. W. Carrier, principal of the Wilmington (Mass.) These schools do achieve much in general education; but of purposive civic education they give little, and that little is too often made futile by its formalism or wasted by its puerility. America needs more and better education for citizenship - to that proposition all will give ready assent. Many commissions are studying ways and means of civic and other forms of social education. Special efforts are being made everywhere in teacher-training institutions to inspire and equip regular or special teachers for this difficult work. Philanthropy finances the "scouting education" of the Boy Scout movement in large part because of its promising contributions to good citizenship. The exactions of the war and the economic perturbations consequent on the war have forced us to see that our political institutions, serviceable as they have become, are not fully equal to the social loads they must carry. Hence the current varied and intense aspirations for more extended and more scientific civic education in schools, especially those that claim our children from their twelfth to their eighteenth years. Statesmen and other students of social life are insistent in their demands. Progressive educators are generally awake to the need. Indeed, this work of preparation for citizenship has been and is still one of the strongest arguments for making education a function of the State and in justification of the levying of taxes for the support of schools. As the government and industrial and social life become more democratic, the importance of this function of the schools becomes more evident and necessary and the means of giving the necessary instruction and training becomes keener and more general. For several years the public schools of the city of Indianapolis have had a reputation for unusually good work in this direction. Since example adds much to the effectiveness of theory, and may be even more useful in results, I requested Mr. Arthur W. Dunn, the bureau's specialist in civic education, to make a careful study of this work in these schools for the purpose of making a concise report of its more important features. This Mr. Dunn was the better able to do because of the fact that he was at one time connected with the schools of Indianapolis as director of instruction and training in civics.
