Book Transboundary Management of a Fish Stock Under Climate Variability

Download or read book Transboundary Management of a Fish Stock Under Climate Variability written by and published by . This book was released on 2004 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The time variant/asymmetric distribution of a fish stock caused by ocean climate variability is one of the challenges that must be overcome to establish cooperative management of a transboundary fish stock. Pacific sardine (Sardinops sagax) exhibits extreme decadal variability in its abundance and geographic distribution that corresponds to water temperature regime shifts within the California Current Ecosystem. It is a transboundary fish stock and targeted by Mexican, American and Canadian fisheries, and the three countries do not currently have a cooperative management arrangement. This thesis explores the economic and conservation consequences of non-cooperative management, and the potential benefits of full/partial cooperative management of Pacific sardine, and studies the stability of cooperative management under ocean climate variability. The core of the thesis is presented in Chapters 2-4, with an introduction given in Chapter 1 and a conclusion in Chapter 5. Appendix A and B provide background information on Pacific sardine and the Pacific sardine fishery, respectively. Chapter 2 develops a three-agent bioeconomic framework to investigate the impact of ocean climate variability on stock abundance and geographic distribution. A game theoretic analysis was conducted to evaluate the conservation and economic benefits of various management strategies. The results show that under a regime of ocean climate variability, a country having a dominate share of the resource within its waters cannot achieve effective unilateral conservation for optimal economic benefits due to the actions of free-riders. Chapter 3 conducts simulations to evaluate the stability of full and partial cooperative management of Pacific sardine under various climate variability scenarios. The results show that in all scenarios, ocean climate variability is an obstacle to the formation of stable, fully-cooperative management of Pacific sardine fisheries as operated by the three countries. Book Assessment of the Pacific Sardine Resource in 2017 for U S A Management in 2017 18

Download or read book Assessment of the Pacific Sardine Resource in 2017 for U S A Management in 2017 18 written by Kevin T. Hill and published by . This book was released on 2017 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Pacific sardine resource is assessed each year in support of the Pacific Fishery Management Council (PFMC) process of stipulating annual harvest specifications for the U.S. fishery. This report serves as a full stock assessment for purposes of advising management for the 2017-18 fishing year. Presently, the assessment/management schedule for Pacific sardine is based on a full assessment conducted every three years, with an update assessment conducted in the interim years. A full stock assessment was conducted in 2014 (Hill et al. 2014; STAR 2014) and update assessments were completed in 2015 and 2016 (Hill et al. 2015, 2016)"--Preface. Book Assessment of the Pacific Sardine Resource in 2016 for U S A Management in 2016 17

This book was released on 2016 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Pacific sardine resource is assessed each year in support of the Pacific Fishery Management Council (PFMC) process of recommending annual harvest specifications for the U.S. fishery. The following assessment update for 2016-17 management is based on data and methods reviewed by a Stock Assessment Review (STAR) Panel during March 2014 (STAR 2014) and more fully described in Hill et al. (2014). A stock assessment update conducted in March-April 2015 served as the basis for management measures during the 2015-16 management year (Hill et al. 2015). The 2016 stock assessment update includes one additional year of data from fishery-dependent and fishery-independent sources. The draft assessment was reviewed by members of the Scientific and Statistical Committee’s CPS Subcommittee on March 10, 2016 in Sacramento, CA. The following final draft reflects minor modifications recommended during that review and was provided to the Pacific Fishery Management Council for their April 2016 briefing book"--Preface. Book Assessment of the Pacific Sardine Resource in 2009 for U S Management in 2010

Download or read book Assessment of the Pacific Sardine Resource in 2009 for U S Management in 2010 written by Kevin T. Hill and published by . This book was released on 2009 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Pacific sardine resource is assessed each year in support of the Pacific Fishery Management Council (PFMC) process that, in part, establishes an annual harvest guideline ('HG', or 'ABC') for the U.S. fishery. The following assessment was conducted using the 'Stock Synthesis 3' (SS3) model, and includes fishery and survey data from updated and new sources. The draft assessment was reviewed by a STAR Panel 21-25 September, 2009, in La Jolla, California. During the course of the STAR meeting, modifications to input data and model structure were incorporated in the base model and are included in this report. The present draft was presented to the PFMC's advisory bodies (SSC, CPSMT, CPSAS) and the PFMC at their November 2009 meetings in Costa Mesa, CA. The outcome of these reviews formed the basis for U.S. Pacific sardine management in 2010. Reports of the STAR panel and PFMC advisory bodies are provided in Appendix II"--Preface

Book Assessment of the Pacific Sardine Resource in 2018 for U S Management in 2018 19

This book was released on 2018 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The following Pacific sardine assessment update was conducted to inform U.S. fishery management for the cycle that begins July 1, 2018 and ends June 30, 2019. Two assessment approaches were reviewed at the STAR Panel in February 2017: an AT survey-based approach (preferred by the STAT); and a model-based assessment (model ALT). Given forecasting issues highlighted in the review (see STAR 2017 and 'Unresolved Problems and Major Uncertainties' below), the Panel ultimately recommended that management advice be based on model ALT for the 2017-18 fishing year. The following update of model ALT represents the final base model from the February 2017 STAR (Hill et al. 2017, STAR 2017) with the addition of updated/new landings (2016-17), one AT-based biomass estimate and age composition from the SWFSC's summer 2017 survey, along with one additional recruitment deviation for estimation of the 2017 year class"--Executive summary.

Book Assessment of the Pacific Sardine Resource in 2015 for U S A Management in 2015 16

This book was released on 2015 with total page 179 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The following Pacific sardine assessment update was conducted to inform U.S. fishery management for the fishing year that begins July 1, 2015 and ends June 30, 2016. Model 'T' represented the final base model from the most recent stock assessment review (STAR) conducted in March 2014 (Hill et al. 2014, STAR 2014). This update assessment appends Model T with one additional year of data from fishery-dependent and -independent sources and is based on similar parameterizations as included in the most recently reviewed Model T.... This assessment focuses on the Pacific sardine northern subpopulation (NSP) that ranges from northern Baja California, México to British Columbia, Canada and extends up to 300 nm offshore. In all past assessments, the default approach has been to assume that all catches landed in ports from Ensenada (ENS) to British Columbia (BC) were from the northern subpopulation"--Executive summary.
