Thomas C.Sawyer (chairman of the subcommittee) presiding. Members present: Representatives Sawyer and Petri. Mr. Sawyer. Thank you all for your patience. It is really one of those times of the year. I am grateful to everybody and glad that it is a group of people who are more or less regular partners of this committee and the work that we do. The 1995 Census Test is just a few months away. It really offers the very best opportunity that we have to achieve what we have all been working for for a long time now, and that is a census that is more accurate and, if possible, less proportionally costly and able to meet the Nations information needs. I feel very good about the directions that the Census Bureau has been going in and they are about to test many of the right kinds of innovations. I have been pleased to watch what can only be described as near consensus develop among experts such as some testifying today on this point. The lingering question is whether these test results will produce pure, clear, unequivocal answers to suggest whether and how we might implement those new methods. And the test ought to tell us not only what works, but how much we think it will cost. Those kinds of results have to be timely. Even though the census still seems a long way off, the schedule is extremely tight. The dollars have been tight. We have all struggled and tried to make as much of the opportunities that have been before us as we can, but no sooner than the ink is dry from 1995, we will be faced in 1996 with the need to determine content and then go on to procure massive amounts of material. So the choice of methods is important. So are the choices that will follow. Hundreds of thousands of people are involved. We are pleased to have an opportunity today to discuss the appropriate role of postal employees in that operational scheme. I am looking forward to a candid discussion today about the realistic answers we might expect and where we go from here. Members present: Representatives Sawyer and Wynn. Mr. Sawyer. Good morning. Welcome to the latest installation of what my ranking member has come to call "census seminars." Today we would like to talk about the Census Bureau's recent report. The Appropriations Committee asked for the report because of its continued concern about the scope and the pace of the planning efforts. The primary testing of that planning effort and the preparation for the next census will take place in a year. At the last hearing we took a look at whether the plans addressed the concerns that we have heard expressed throughout the Congress about accuracy and cost. The Bureau is going to have to cover a lot of ground in a very short period of time. So, toward that end, we wanted to look today at how things are going and whether there are legislative changes that might be needed. The Department of Commerce is considering whether or not any laws will need to be changed to allow use of sampling in the census. I have a sense, at least from a lay position, that there is unanimity among lower courts that title 13 unequivocally permits the use of sampling so long as it is in addition to more traditional counting techniques, to improve the accuracy of the final numbers, rather than to purely supplement the use of those traditional techniques. To that end, my sense is that it probably doesn't justify tampering with the law that has been interpreted in detail to this point. But the truth is that we all face lawsuits, the Bureau faces many challenges and it has got to move quickly. So, for each of the proposed legislative initiatives, I hope that we are going to be able to look in some detail as to how that might improve the count. In any case, we are pleased to have with us again today Dr. Harry A. In the old days, we would just now be starting the cycle for the next census. Instead, we have had a formal research and development process in place for almost three years, and actually began long-range planning five years ago. This approach to planning, involving an initial design phase, is itself a fundamental change from past censuses. This shift in strategy resulted from a common conclusion reached by the Census Bureau, the Department of Commerce, this Committee and others in Congress, the General Accounting Office, and the Office of Management and Budget (omb) that it was time for a fundamental review of both the core methods and overall scope of the decennial census. When the Task Force for Designing the Year 2000 Census and census-related Activities for 2000 - 2009 was announced in November 1990, the con cept of reinventing government was not widely known, and the recently complet ed National Performance Review was nearly three years away. Yet, in his September 7, 1993, letter to the President transmitting the results of that review, Vice President Gore's opening paragraph stated an overall goal to create a government that works better and costs less. Our Task Force has had a parallel goal of making fundamental reforms in the decennial census. The Vice President also described how ideas and advice were solicited from all across America to gain both the insights and the involvement of all those with a stake in the outcome. This too parallels our Task Force commitment to an open process - open to all ideas and to all stakeholders in the census design.
