Book excerpt: The Rail Safety Improvement Act of 2008 mandated certain railroads implement PTC by December 31, 2015. In prior work, GAO found that most railroads reported that they will miss this deadline due to numerous interrelated challenges caused by the breadth and complexity of PTC. GAO was asked to review the progress of PTC implementation since GAO's last PTC report in 2013. The current report examines (1) progress railroads have made in implementation and in addressing challenges, and (2) how FRA has overseen implementation. GAO reviewed relevant documentation, such as laws and regulations and PTC plans created by railroads. GAO used a structured interview guide to interview 29 railroads identified by FRA or others as implementing PTC- including the four largest freight railroads, 13 commuter railroads, and 12 smaller freight railroads-regarding their progress and challenges. GAO selected these railroads based on various factors, including size and geographic location and whether they are required to implement PTC. GAO also interviewed FRA officials and industry associations.

PTC implementation, overseen by FRA, is a complex endeavor that touches almost every aspect of train operations on major lines. According to FRA, 37 railroads are required to implement PTC. GAO was asked to examine the status of PTC implementation. This report discusses, among other things, railroads' implementation of PTC to date and the challenges, if any, to meeting the 2015 deadline. GAO interviewed representatives from Amtrak, the four largest freight railroads, and seven commuter railroads, selected to represent a mix of locations, ridership levels, and PTC implementation status. Class I freight railroads earn the most revenue and generally provide long-haul freight service. Freight railroads operate over approximately 160,000 miles of track and own most of the track in the United States; a notable exception is the Northeast Corridor, between Washington, D.C., and Boston, Massachusetts, which Amtrak predominantly owns. Amtrak provides intercity passenger rail service in 46 states and the District of Columbia and operates on 21,000 miles of track. Commuter railroads serve passengers traveling within large metropolitan areas and most operate over track infrastructure owned by Amtrak or freight railroads for at least some portion of their operations. Specifically, 9 commuter railroads operate over Amtrak-owned infrastructure. Sixteen commuter railroads operate over infrastructure owned by freight railroads.

Book excerpt: The Rail Safety Improvement Act of 2008 (RSIA) established a completion date for the installation of interoperable Positive Train Control (PTC) systems by December 31, 2015. The RSIA also required the Secretary of Transportation to transmit a report to specified congressional committees no later than December 31, 2012, on the progress of the railroad carriers in implementing such PTC systems. This report satisfies the statutory reporting requirement...Based on the results of this report, FRA believes that the majority of railroads will not be able to complete PTC implementation by the 2015 deadline. Partial deployment can likely be achieved; however, the extent of which is dependent upon the successful resolution of any known and emergent issues. As a result, FRA recommends that if Congress were to consider legislation extending the PTC implementation deadline it should consider several factors, including the extent to which each railroad has demonstrated due diligence in its efforts to successfully implement PTC technologies on its rail system. In the event that Congress were to make legislative changes, FRA suggests allowing for provisional certification of PTC systems that will allow for the use of installed PTC systems under controlled conditions before final system certification is complete. This will allow for the incremental use of PTC systems and produce an increase in safety as the systems are systematically rolled out. FRA also suggests that any revisions to a railroad’s PTCIP be subject to FRA approval with sufficient time for FRA to review and significant FRA oversight. Finally, FRA recommends that it be allowed to approve a railroad to use alternative safety technologies on specified line segments in lieu of PTC, particularly in areas with lower safety risks, if appropriately and properly justified to FRA.
