Book excerpt: How racism and discrimination have been central to democracies from the classical period to today As right-wing nationalism and authoritarian populism gain momentum across the world, liberals, and even some conservatives, worry that democratic principles are under threat. In The Spectre of Race, Michael Hanchard argues that the current rise in xenophobia and racist rhetoric is nothing new and that exclusionary policies have always been central to democratic practices since their beginnings in classical times. Contending that democracy has never been for all people, Hanchard discusses how marginalization is reinforced in modern politics, and why these contradictions need to be fully examined if the dynamics of democracy are to be truly understood. Hanchard identifies continuities of discriminatory citizenship from classical Athens to the present and looks at how democratic institutions have promoted undemocratic ideas and practices. The longest-standing modern democracies —France, Britain, and the United States—profited from slave labor, empire, and colonialism, much like their Athenian predecessor. Hanchard follows these patterns through the Enlightenment and to the states and political thinkers of the late nineteenth and early twentieth centuries, and he examines how early political scientists, including Woodrow Wilson and his contemporaries, devised what Hanchard has characterized as "racial regimes" to maintain the political and economic privileges of dominant groups at the expense of subordinated ones. Exploring how democracies reconcile political inequality and equality, Hanchard debates the thorny question of the conditions under which democracies have created and maintained barriers to political membership. Showing the ways that race, gender, nationality, and other criteria have determined a person's status in political life, The Spectre ofRace offers important historical context for how democracy generates political difference and inequality.

In feature films and documentaries, miners are typically portrayed as proletarian traditionalists working in a dying industry. Taking this perspective, the 1984/85 miners' strike seems a desperate last stand against forces much bigger than the miners themselves — not just the Thatcher government but the tide of historical change itself. In this ground-breaking study, Jörg Arnold challenges a declinist reading of the people working in one of Britain's most important energy industries. The study makes extensive use of previously inaccessible records to offer a new account of the British miner in the age of de-industrialisation. The book situates the miners in broader structures of feeling, and reconstructs the miners' sense of the past and the future. Arnold argues that Britain's miners went through a cyclical movement — from loser to winner and back again — as Britain underwent a de-industrial revolution in the final decades of the twentieth century. The book reinserts the industry's 'new dawn' of the 1970s into the story of coal and shows that the miners wielded real power. The industry's reversal of fortunes, inscribed in Plan for Coal (1974), proved short-lived. It was significant all the same. Its significance, the book argues, did not lie in affecting the long-term trajectory of the coal industry. Rather, the 'new dawn' was important in raising the political and cultural stakes. The miners found themselves at the centre of sharply conflicting visions of the future at a critical juncture in Britain's history. The figure of the coal miner became invested with sharply contrasting characteristics: hero and villain, underdog and enemy, proletarian traditionalist and standard bearer of Socialist advance. The miners were no mere spectators in this process. They were agents, thought to be uniquely powerful by their numerous opponents, and half believing in this power themselves. The miners' special nature, however, jarred with the aspiration to lead an ordinary life, producing tensions that were most cruelly exposed in the year-long strike of 1984/1985.

Such functions include agent detection, social intelligence faculties and metacognition. This wide-ranging book explores how our deepest mental processes predispose us as humans to believe in supernatural agents, and presents a new hypothesis of how these same cognitions facilitate the emergence of those agents to become present when psychedelic drugs and plants are ingested. Bruce concludes that visionary beings shimmer within as awe-inspiring products of the mind, an experience which rests at the heart of what it is to be human.

This has been especially apparent in the shifting relationship between landscape, memory and sound in film, television and other media. The result is growing interest in soundtracks, as part of audiovisual culture, as well as an interest in the spectral aspects of culture more generally. This collection of essays focuses on audiovisual forms that foreground landscape, sound and memory. The scope of inquiry emphasises the ghostly qualities of a certain body of soundtracks, extending beyond merely the idea of 'scary films' or 'haunted houses.' Rather, the notion of sonic haunting is tied to ideas of trauma, anxiety or nostalgia associated with spatial and temporal dislocation in contemporary society. Touchstones for the approach are the concepts of psychogeography and hauntology, pervasive and established critical strategies that are interrogated and refined in relation to the reification of the spectral within the soundtracks under consideration here.

During this transitional period, the poetry of William Blake reflected the changing mores of society as well as his own developing notions of gender. This work presents an in-depth exploration of gender issues in Blake's three epic poems, The Four Zoas, Milton and Jerusalem. The opening chapter discusses basic concepts such as notions of apocalypse, utopia and gender, all essential to the author's reading of Blake. Background regarding the literary atmosphere of the time, which included influence from the tradition of dissent, English Jacobinism and early feminism, is also included, effectively setting the context for Blake's work. The book then examines the poems in chronological order. It concentrates particularly on male and female activity within each work (refuting the common assumption that Blake was anti-feminist) while exploring the symbolism of the poetry. Blake's repeated theme of the struggle between the sexes receives special emphasis, as does the progress of his gender vision through the three poems.
