There is no standard model of peace processes and all will vary according to the context, type of conflict, timing, national and global economic climate, and factors like natural disasters. Therefore, making comparisons between peace processes is difficult, but it is beneficial – indeed, imperative – and is the principal motivation behind this volume. What works in one context may not work in another, but it can be modified and adapted to fit another context. The book is structured to maximise comparison between processes, and the case studies chosen are topical and span the major regions of the world. The concluding chapter systematically compares the case studies around 11 variables that cover the conflict context, peace process procedures, the responsiveness of the peace process to demands, and levels of participation and inclusion. Book excerpt: This study investigates the role of civil society in forging sustainable peace in Mindanao. Civil society?s involvement in peace efforts can improve the chances of a lasting settlement?both in terms of addressing underlying causes and in terms of building a constituency for the concessions needed for a peace agreement. There are limitations to the effectiveness of civil society, however, due both to certain characteristics of these organizations (such as their ideological divisions or their lack of representativeness of the whole Filipino community) and to the inherent nature of civil society (its inability to aggregate interests in order to achieve a wider settlement). In the end, civil society can have an impact in making it politically possible for policy elites to adopt positions other than that of ?victory? (which seems to be the preferred policy stance of the general Christian Philippine citizenry). Through articulation of issues and networking, through activities parallel to the formal peace process, and through their efforts to bridge communal divides, civil society organizations keep alive the prospect for peace in Mindanao that sometimes seems forever elusive.This is the seventeenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

In the five decades of attempts to achieve peace, a key element is the Bangsamoros’ search for a kind of development that is compatible with their aspirations for freedom and their future. This book presents a study of the Bangsamoro communities and their social constructions of conflict, peace and development. It examines the viability of the sustainable human development framework for application in their challenging realities. The usefulness of the sustainable human development framework lies not only in its use of human development parameters like the Human Development Index. It also provides an approach towards development that synergizes with the sustainable peace framework – an imperative for Mindanao. At the centre of this approach is the Participatory Rural Appraisal and Participatory Learning and Action methodology for eliciting responses, stimulating discussion, documenting verbal and non-verbal ideas and carrying out small-scale projects to demonstrate community participation. The book concludes with two main points: that (a) both sustainable human development and peacebuilding are mutually reinforcing frameworks aimed at achieving the same human development goals, and (b) the pursuit of the right to self-determination is enhanced, as both frameworks are combined to provide a context for the attainment of peace in Mindanao.
