Book excerpt: Excerpt from The South Atlantic Quarterly, Vol. 19 The most important phase of the South's labor problem is how to secure an adequate and efficient labor supply. The present supply is inadequate to do the work now ready to be done, to say nothing of the work necessary for future develop ment. The acuteness of this problem is indicated by the facts that come from many sources. Because of the lack of labor on farms many hundred acres of land lay idle the past year, and it is stated that many more hundred acres will lie idle this year. Another indication of the acuteness of the labor supply is the efforts which were made just after the Chicago race riots to get Negroes to return to the South, especially to Mississippi and Louisiana. Whence may the South expect a present and a future labor supply? These sources are two - the natural increase of the population and immigration. The indications are that little is to be expected from immigration. After all the years of tremendous immigration to America, the South in 1910 had only persons of foreign birth. The proportion of the immigration stream which came to the South was less than five per cent of the total number of immigrants. Then, too, Roosevelt was a regular party man except when he deemed it necessary to chastise his party for departing too far from his counsels and policies. Many Democratic leaders liked \\ilson little better than did the Republicans. Regular party politicians never like men who refuse to be controlled by party counsels; the determined leadership of Lincoln, Cleveland and Roosevelt also had met strong opposition within their parties. Men like Champ Clark of Missouri (entirely aside from his own candidacy), Taggart of Indiana, Smith and Nugent of New Jersey, Murphy of Tammany Hall, Thomas S. Martin of Virginia, and other Old line Democratic leaders had not wanted to nominate Wilson in 1912 and had never ceased to regret the choice. Party con siderations forced them to give nominal and outward support to the administration, but they grew very weary of their superman leader. Ireland had been reunited to Great Britain and the Irish members given representation at Westminster. As Ireland had no share in the profits of the slave trade, the Irish members were strongly opposed to it and contributed as much as possible to its destruction. The change in ministry, which took place on the death of Pitt, was also beneficial to the cause. Pitt had always supported Wilber force, but he never made the success of emancipation one of the main objects of his policy. Fox, his successor, on the other hand, considered this subject one of prime importance, and his supporters knew that he would sacrifice power rather than fail.
