It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The conference, themed "The Anthropology of Africa: Challenges for the 21st Century", was attended by some seventy participants, mostly African. Among the international participants was Dr Sydel Silverman, President of the Wenner Gren Foundation at the time - a long term partner of the PAAA; she was present at the inaugural conference in 1988. The conference proceedings were initially published in 2000 with very limited circulation. Given the continued relevance of the papers presented, and in view of the call by the President of the PAAA for African anthropologists to reunite anthropological theory and practice in the teaching programmes of African universities, the PAAA is pleased to republish the proceedings of its landmark 9th Annual Conference. The book consists of forty three divided into eight parts, namely: i) teaching anthropology in the decades ahead; ii) Health Challenges: HIV/AIDS Anthropological Perspectives; iii) NGOS: Use and Misuse of Anthropology; iv) Anthropological Focus on Environment; v) Some Applied Issues in Anthropology; vi) The African Family in Crisis; vii) Ethnicity and Ethnic Conflicts; and viii) Population issues and anthropology: Fertility Crisis. The governance crisis festering throughout every one of the region's states ought to discourage outsiders from capital-intensive, long-term commercial involvement and cast doubts over the political survival of ruling cliques. However, the presence of large petroleum deposits radically changes this equation: the negative dynamics of state failure and widespread violence affect the general population but spare the oil nexus. The material and political resources made available by oil allow states to survive regardless of bad policies, facilitate their governing elites' material success regardless of reckless management, earn international allies regardless of erratic domestic conduct, and make companies want to invest regardless of risk. The recent oil boom only strengthens this paradoxical viability. Making possible what is arguably the largest inflow of resources into Africa in history, it is of a different order from the short-term viability afforded by the exploitation of other natural resources. Nonetheless, the partnership between insiders and outsiders that permits the extraction of oil is not conducive to positive long-term outcomes in institution-building or broad-based economic growth. Highly dependent on uninterrupted money flows and beset by various destabilising trends, the political economy of oil in the Gulf of Guinea is poised in a state of 'permanent crisis'. This study, based on extensive fieldwork, interviews and engagement with primary and secondary sources, is the first on the subject to take on the regional, as opposed to the country-specific, dimension. It has four key aims. The first is to bring out the extent to which oil has forged the interaction of the region with the world economy and how the ongoing expansion of the oil sector will deepen this pivotal role. Secondly, how this international relevance of petroleum has shaped postcolonial domestic politics and institutions. Thirdly, it examines the interests of different sets of empowered actors in the partnership between importers, producers and oil companies, their interplay, and the manner and contexts in which their goals diverge or converge. Finally, it analyses the sources of long-term sustainability of the political economy of oil in the Gulf of Guinea amidst seemingly unmanageable chaos.

A consortium of oil companies, led by ExxonMobil and including Chevron and Petronas, is extracting oil from the Doba oilfields in southern Chad and transporting it through a newly built 1,070 km pipeline to Cameroon's Atlantic coast. International law places the primary obligation for realising human rights on states. However, there is increasing recognition that responsibility for contributing to the protection of human rights extends to other actors in society, as acknowledged in the Universal Declaration of Human Rights. Amnesty International believes that companies have human rights responsibilities within their sphere of influence. These extend globally and are particularly relevant when companies operate in countries where grave violations of human rights are part of the context of their activities, as is the case in Chad and Cameroon. This report highlights the potential dangers to human rights posed by investment agreements underpining the pipeline project, as well as the need for a new approach to investment that ensures respect for human rights. Amnesty International calls on the governments, international financial institutions and companies involved in the Chad-Cameroon pipeline project to revise the investment agreements to include an explicit guarantee that nothing in them can be used to undermine either the human rights obligations of the states or the human rights responsibilities of the companies.
