Book excerpt: According to Byzantium's leaders, their imperial order anchored in Constantinople was the centre of excellence - spiritual, moral, material and aesthetic. They rewarded individuals willing to join, and favoured outside groupings prepared to cooperate militarily or politically. Interactions with outsiders varied over place and time, complicated by the sometimes differing priorities of Byzantine churchmen and monks on or beyond Byzantium's borders. These studies consider the dynamics of such interactions, notably the interrelationship between the Bulgarians and their Byzantine neighbour. The Bulgarians' reaction to Byzantium ranged from 'contrarianism' to the systematic adaptation of Byzantine religious orthodoxy, ideals of rulership and normative values after Khan Boris' acceptance of eastern Christianity. For their part, Byzantine rulers were readier to do business with their Bulgarian counterparts than official pronouncements let on, occasionally even adopting aspects of Bulgarian political culture. Byzantium's interrelationship with other ruling elites was less intensive, but the process of Christianisation and the need to format this in readily comprehensible terms could make even distant potentates look to the template of effective Christian sole rulership which Byzantium's rulers embodied. Hungarian and Rus leaders were of abiding geopolitical interest to imperial statecraft, and the studies here show how during the generations around 1000 Byzantine political imagery resonated throughout the region.

With the dissolution of the strong outside forces once dominating the area, the Balkan states-prompted by political propaganda and nationalist ideologies-then used history to support territorial claims, defend ethnic-cleansing actions, and justify conflicts with other countries. The Wars of the Balkan Peninsula argues that the current ethnic structure is the basis for the solution of the disputes between the Balkan states and that history should be used to explain, not legitimize, the conflicts. Mark C. Bartusis here opens an extraordinary window on the Byzantine Empire during its last centuries by providing the first comprehensive treatment of the dying empire's military. Although the Byzantine army was highly visible, it was increasingly ineffective in preventing the incursion of western European crusaders into the Aegean, the advance of the Ottoman Turks into Europe, and the slow decline and eventual fall of the thousand-year Byzantine Empire. Using all the available Greek, western European, Slavic, and Turkish sources, Bartusis describes the evolution of the army both as an institution and as an instrument of imperial policy. He considers the army's size, organization, administration, and the varieties of soldiers, and he examines Byzantine feudalism and the army's impact on society and the economy. In its extensive use of soldier companies composed of foreign mercenaries, the Byzantine army had many parallels with those of western Europe; in the final analysis, Bartusis contends, the death of Byzantium was attributable more to a shrinking fiscal base than to any lack of creative military thinking on the part of its leaders.

Book excerpt: "Contemporary analysis of Serbia's foreign policy in the middle of the nineteenth century has remained in a deep shadow of the "Načertanije", a document conceived in 1844 in Belgrade, as a result of collaboration between Serbia's interior minister Ilija Garašanin and F.A. Zach, the representative of the Polish political emigration from Paris, led by Prince A. Czartoryski, in the capital of the autonomous Principality of Serbia. Prince Czartoryski, author of Councils for Serbia's foreign policy in 1843, considered Serbia, the sole semi-independent state among Slavs in South-Eastern Europe, a nucleus of a wider, Serbia-led South Slav state that might endorse an anti-Russian and anti-Austrian policy as a support for his wider plans regarding the restoration of independent Poland. The over-ambitious pan-Slav probject of F. Zach (Serbia's Slavic Policy) was eventually modified by Garašanin to a more realistic and attainable plan, in accordance with Serbia's modest demographic and military potential, limited international experience and still humble administrative capacities. Planning the unification of the predominantly Serb-inhabited lands under Ottoman rule was appropriately adapted to the geopolitical realities of 1844. The foreign policy of Serbia under Garašanin, during the rule of the pro-Austrian Prince Alexander Karadjordjević and Garašanin's premiership under Russophile Prince Michael Obrenović, was balancing between various political options that were dominating Europe and the Balkans between the 1848 Revolution and the Crimean War and the first Balkan Alliance. Garašanin was continuously prudent and bold in pursuing realistic political ambitions regarding large-scale anti-Ottoman activities, by building a network of confidents and agents throughout Turkey-in-Europe that was to forment a joint insurrection against the Ottoman rule. This was held for the Society for the Promotion of Byzantine Studies in the University of London in March 1995, in order to complement the British Museum exhibition 'Byzantium. Treasures of Byzantine Art and Culture'. The objective of the symposium was to explore the ways in which British scholars, travellers, novelists, architects, churchmen and critics came into contact with Byzantium, and how they perceived what they saw. The present volume sets out some of the results of this enquiry. Byzantium is treated both as a source of influence on British culture as well as an 'idea' which British culture constructed in different ways in different periods of history. To give some comparative context, attention is also paid to attitudes towards Byzantium in continental Europe. Papers deal, amongst other topics, with the collecting of objects representative of Byzantine culture and with the changing appreciation of Byzantine manuscripts. They also include a series of case studies of individual historians and Byzantinists, and two deal in particular with Ruskin, who emerges as a perceptive 19th-century critic of Byzantine culture. Kydones’ career spanned at least four decades, from the 1340s to the 1380s. A Latin scholar, influenced in particular by the writings of Thomas Aquinas (some of which he translated into Greek), Kydones was a leading advocate of improvement of relations between Byzantium and the Latin West as crucial to Byzantine survival. This book examines Kydones’ career and writings, investigating how they can contribute to developing a nuanced understanding of Byzantine political and cultural developments in these years of crisis.
