Book excerpt: Excerpt from Chapters on the History of the Southern Pacific So far as the author knows there is no published study which discusses in detail the important business problems con netted with the history of the Southern Pacific Railroad lines. Most of the books which contain references to the Southern Pacific or to the Central Pacific limit themselves to a few chapters upon the romantic aspects of their construction The few works which treat of the later period confine themselves chiefly to particular episodes in Southern Pacific history, often with the deliberate attempt to discredit the railroad company. The truth is that most writers upon the Southern Pacific have relied upon the reports of the United States Pacific Railway Commission or on Bancroft's History of California, and very few have done original work from source material. Book excerpt: Excerpt from Chapters on the History of the Southern Pacific So far as the author knows there is no published study which discusses in detail the important business problems connected with the history of the Southern Pacific Railroad lines. Most of the books which contain references to the Southern Pacific or to the Central Pacific limit themselves to a few chapters upon the romantic aspects of their construction. The few works which treat of the later period confine themselves chiefly to particular episodes in Southern Pacific history, often with the deliberate attempt to discredit the railroad company. The truth is that most writers upon the Southern Pacific have relied upon the reports of the United States Pacific Railway Commission or on Bancroft's "History of California," and very few have done original work from source material. Yet the usable material dealing with the subject of Pacific railroads is abundant. The Southern Pacific has left a broad trail in California. The record of its doings is to be found in court reports; in state, city, and federal records; in the public testimony, or still better, in the private letters of owners or managers of company enterprises; in the reports of the company itself and of its engineers or other representatives; in pamphlets without number; in files of newspapers. It is true that much of the data is partisan and unreliable as to details. Yet a partisan statement is serviceable if one knows it to be partisan, and, if one has reliable information with which to check the unreliable, the extent of partisan exaggeration in a given case becomes itself a fact of no insignificant importance. Book excerpt: Excerpt from Actual Facts About the Campaign for Disruption of Southern Pacific Lines: Facts and Circumstances of Public Interest The California Railroad Commission, in its Opinion February 24, 1913, said: We are not unmindful of the fact that, as testified by both Judge Lovett and Mr. Sproule, these companies are more or less under duress to contract. On the one hand the stock of the Southern Pacific owned by the Union Pacific is in the hands of the court for sale, and if an arrange ment is not consummated before ninety days shall have elapsed after the decision of the court, this stock is to be placed in the hands of a receiver to be sold as the court directs. It is testified that the Attorney General is threatening proceedings against the Southern Pacific if it does not divest itself of control of its alleged competing line, the Central Pacific, and we appreciate the desire of the parties to bring about a solution of their troubles which will result in as little financial loss to them as possible, yet we believe it is our duty to have in mind the efiect of any arrangement which may be designed upon not only the contracting parties here, but the public. The California Railroad Commission held that while it had no jurisdiction over the subject matter as a whole, it would not approve certain features-of the proposed contract with reference to exclusive trackage rights, length Of terms Of leases, etc. The Commission held in the course Of its Opinion, however, that such sale from the Southern Pacific to the Union Pacific Of the Central Pacific properties would. This book was released on 2017-11-29 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Relations Between the Central Pacific Railroad Company and the United States Government: Summary of Facts; 1889 The relations between the Central Pacific Railroad Com pany and the Government are twofold. There are legal obligations on either side, which are specified in the sev eral Acts of Congress; and there are equitable considera tions which are evident only on an examination of the history and the causes which led to the passage of the Acts. The legal obligations have recently been fully examined into and reported on by the United States Pacific Railway Commission, which was appointed by the President, pursuant to the Act of Congress approved March 3, 1887. Their report and the testimony on which it is based comprise nine printed volumes octavo, which, by its size, precludes its ready use. A summary of this report as to the Central Pacific will furnish in brief form a viewof the facts as to the legal obligations of the company and the United States under the several Acts of Congress, and Will show that they have been kept fully and in good faith by the company, but that they have not been com plied with in all respects by the United States.
