A plan was therefore drawn up at the request of the Director of the Division, in which it was proposed, by means of an historical survey, to attempt to measure the economic cost Of the War and the displacement which it was causing in the processes of civilization. Such an Economic and Social History Of the World War, it was felt, if undertaken by men Of judicial temper and ade quate training, might ultimately, by reason of its scientific obliga tions to truth, furnish data for the forming Of sound public opinion, and thus contribute fundamentally toward the aims of an institution dedicated to the cause of international peace. Yet it is certainly the second theatre in importance, and probably the most interesting of all to the military reader. The German General Staff, it is true, has produced valuable studies of certain episodes of the fighting in Russia, but from the point of view of our Ally there has been little or nothing. Until the day, which all lovers of Russia hope is not far distant when the Russian General Staff will be able to publish to the world an official account of the work of the Russian Army in the Great War, it is thought that these extracts from the Diary of a British officer may prove of interest. The writer can at any rate claim to have enjoyed greater opportunities for observation of the Russian army than any other foreign observer, both previous to the war as Military Attache to the British Embassy at Petrograd, and during the war as liaison officer at the front. If some of his Russian friends find his comments occasionally overfrank, he asks their forgiveness. He wrote things down as they seemed to him at the time. These twenty-five chapters give the writers experiences during three and a half years of war and revolution. Passing through Germany on the eve of the declaration of war, he spent a few days at the Headquarters of the Grand Duke Nikolas. He then visited the 3 rd Army just before its invasion of Galicia (Chapter I.), and the 2nd Army during the battle of Tannenberg (Chapter II.). In September he accompanied a cavalry division in a raid in South-West Poland, and retired with it before Hindenburg's first offensive against Warsaw (Chapter III.). In the following months he was with the Guard Corps at the battle of Ivangorod, and in the subsequent Russian counter-offensive towards Krakau (Chapter Iv.). Some account derived from eye-witnesses is given of the operation of Lodz (Chapter V.), of the disaster to the Russian 10th Army in February, 1915, and of the operations on the Narev in the winter of that year (Chapter VI.). This constitutes the largest army assembled by any one nation in the history of the world. Of this vast number it is estimated that fully have already been killed or have died as the result of wounds or diseases occasioned by the war. Another are today prisoners of war in Germany, austria-hungary, Bulgaria, and Turkey. Another may. Be classified as permanently ineffective, chiefly those who have been seriously mutilated in warfare or shattered by disease. This leaves men as comprising the total strength of the Rus sian army of today. Some authorities whom I consulted give a somewhat lower figure, but more would place it even higher. Of this army of today probably are to be found in the seventy corps on the European front and the five on the Asiatic front; in the depots or reserves; in connection with garrisons and communications-athus leaving a little over in training, on leave or otherwise not immediately avail able for military operations, but potentially a most important asset. On this vast host of Russian men and boys rests the tre mendons responsibility of maintaining and pressing the war on the long drawn out eastern front. The effectiveness and faith fulness with which they perform this critical duty will determine, far more largely than we in America have realized, the extent of the exertions and sacrifices, and the laying down of life and substance, of the American people in connection with the great struggle. Whatever can be done, therefore to ensure and develop the highest working efficiency and truly triumphant spirit of the Russian soldiers has a most direct, practical, and vital bearing on the destiny of America and the other Allies. As a member ofthe Special Diplomatic Mission to Russia which had been charged by President Wilson with the responsibility of studying ways in which America and Russia might best cooperate in the war, I gave not a little attention, in accordance with the wish of our Chairman, Mr. Root, to the consideration of this large and press ing problem.
