In the tradition of the literature on security sector reform (SSR), the book not only scrutinizes executive initiatives toward military reform, but also provides ample coverage of societal actors. The complex interdependency between elites and institution inheres into politics in ways political practices and actions are fabricated as permissible in the state of affair. This interaction is best understood through Actor-Network Theory (ANT) which essentializes hybridization in its conceptualization of the world. In this network thinking, transitional elites align and advance their interests through translating and enrolling institutions in the process of democratization. The analysis draws from Nigeria’s democratization experience to bring together the institutional components of the state and leadership, i.e. elites, which have been mostly analyzed as separate entities in the study of democratization. The actor-network theory is used both as a conceptual frame and as a method for analyzing democratization as an outcome of the content of the two main societal forces— elite and institution. The actor-network theory’s, developed by Michel Callon and Bruno Latour, and their collaborators, flat ontology provides a way to bypass agency/structure dichotomy to inscribe network thinking in relations of democratization in Africa. The actor-network was originally theorized by Focault but not nurtured and, therefore, muted in his governmentality study. In this view, this thesis builds on the explanatory potentials of network analysis that enable a socio-technical account of political transition with all those particularities, contradictions and surprising turn of events. The “old-guard autocrats” in politics in Nigeria is used as the human element of the network. The non-human element is operationalized through the institutionalized power sharing norm and political patronage relationships. The analysis thus recognizes the interaction between the human (elites) and the non-human (institution) as actors that define adaptive and emergent characters of democratization.

Successful Nigerian criminal networks have a global reach, interacting with their Italian, Latin American and Russian counterparts. Yet in 1944, a British colonial official wrote that 'the number of persistent and professional criminals is not great' in Nigeria and that 'crime as a career has so far made little appeal to the young Nigerian'. This book traces the origins of Nigerian organised crime to the last years of colonial rule, when nationalist politicians acquired power at a regional level. In need of funds for campaigning, they offered government contracts to foreign businesses in return for kickbacks, in a pattern that recurs to this day. Political corruption encouraged a wider disrespect for the law that spread throughout Nigerian society. When the country's oil boom came to an end in the early 1980s, young Nigerian college graduates headed abroad, eager to make money by any means. Nigerian crime went global at the very moment new criminal markets were emerging all over the world.

It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens. The book is divided into two parts. The first part interrogates the political economy of colonialism and the implications of this on economic development in contemporary Nigeria. The second part examines nation-building, governance, and development in a postcolonial state. The failure of the postcolonial political elites to ensure inclusive governance has continued to foster centrifugal and centripetal forces that question the legitimacy of the state. The forces have deepened calls for secession, accentuated conflicts and predispose the country to possible disintegration. A new government approach is required that would ensure equal representation, access to power and equitable distribution of resources.
