Book excerpt: The macroeconomic environment has improved, reflecting the authorities’ efforts, supported by an IMF arrangement. Previously, years of high fiscal deficits, public enterprise borrowing, and financial sector bailouts led to rapid government debt accumulation, crowded out private credit, increased financial dollarization, and stifled economic growth. Fiscal discipline has been essential to reduce public debt (to about 100 percent of GDP). With government debt accounting for a sizable share of financial institutions’ assets, falling interest rates on government debt are leading to a search for yield. Also, entrenched structural obstacles, including high crime, bureaucratic processes, insufficient labor force skills, and poor access to finance still constrain economic growth. The authorities have made good progress in implementing the 2006 FSAP recommendations. Work on the regulatory framework has significantly advanced in several areas such as securities dealers’ activities, powers to the Bank of Jamaica (BoJ), payment systems, and the introduction of the centralized securities depository. However, the crisis management framework and risk-based supervision work has been lagging.

Book excerpt: This paper discusses Jamaica’s First Review Under the Extended Arrangement Under the Extended Fund Facility (EFF) and Request for Modification of Performance Criteria. All end-June quantitative conditions and all structural benchmarks were met. The 2013/14 budget is in line with the program. Economic developments remain in line with program assumptions and the macroeconomic outlook and financing scenario remain broadly unchanged from the program approval. The authorities have committed to press ahead with the next round of reforms. Based on the performance to date and the authorities’ updated policy intentions, the IMF staff recommends completion of the first review under the EFF.

Book excerpt: The Latin America and the Caribbean (LAC) region holds a comfortable leading place in terms of the share of renewables in the electricity generation matrix, mainly due to the share of hydropower generation, which accounts for 46% of total power generation in 2017. Despite the share of renewable in the generation mix decreased by 8.2% from 2000 to 2016, the generation output of renewables increased by 51%, in absolute terms, during the same period. This has been a consequence of the decrease of renewables costs and the result of many policies applied in the LAC region. In this monograph, we study incentive mechanisms for both grid-scale (large and medium scale generation) and DG (small scale generation installed at the main consumption unit) in LAC.

The assessment reveals that, although the financial system currently appears well capitalized and supervision has been considerably strengthened in recent years, financial institutions operate in a risky macroeconomic environment. Structural priorities are to improve the insolvency and creditor rights regime and introduce a central securities depository for fixed-income securities.

The main theme of this conference was Accounting Education and Research Toward the Promotion of International Understanding of Economic Progress. The twentieth century has seen increasing interaction and growing interdependency between the various nations of the world, stressing the need for greater cooperation at the international level. At the same time, however, individual nations have their own particular sociocultural identities, making for differences that must not be overlooked. The purpose of the conference was to provide an opportunity for an exchange of ideas to serve as an impetus to a greater flow of information resulting in better understanding and increased respect on an international level.
