All rights not granted by the above license are retained by the author. Abstract: Prior to 1985, individuals were generally not allowed to apply for public rental housing (PRH) on their own. In 1985, in order to response to the demand from the elderly and those affected by redevelopment or living in temporary housing areas, the restriction was released. The release of restriction attracts many one-person households to apply PRH. In 1989/90, applicants of age 18 to 24 occupied 4% of the newly registered Waiting List (WL) One-person Applications. But in 2004/05, the age group 18 to 24 applicants occupy 21% of the newly registered applications (Hong Kong Housing Authority, Housing Subsidised Committee SHC 58/2005, p.1 of Annex B). The Hong Kong Housing Authority found that the sharp increase number of Non-elderly One-person Applicants has adversely impacted to the 3 years rehousing performance pledge. It started to address the housing priority problem through the introduction of Quota and Points System (QPS) in September 2005. The Points System is based on two factors to assign points - the age of the applicant and whether the applicant is a PRH tenant or not. The priority of Non-elderly One-person WL applicants will be determined according to the points received. The more points the Applicant scores, the top priority and the earlier the Applicant will be offered a flat, subject to the fulfillment of all the other PRH eligibility criteria. Housing Authority sets an annual quota for Non-elderly One-person Applicants. This study aims at reviewing and evaluating the equitable issue of QPS. Equity is to ensure fairness of treatment between households. QPS is an important policy to rationalize housing priority to the Non-elderly One-person Applicants under scarce public housing resources. This study approaches the equity issue from both a theoretical analysis and a qualitative measurement by questionnaire survey. Based on various literature reviews, the concept of justice, equity, equality and housing needs are elaborated in theoretical analysis. Also, the experience of public housing application in some developed countries is described. The Points System of developed countries and Fordham's suitability test are taken into account on setting of questionnaire. Most of the findings under theoretical analysis are agreed with the findings from the questionnaire survey. This study focuses on analysis in equity issue of QPS and to suggest recommendations to improve the equity among applicants. Abstract: Hong Kong has a long historical development of public housing and become one of the largest public housing programmes city in the world. However, the demand for housing of the low income young people is still not met. They cannot afford decent housing in the private market. Since Housing Authority (HA) introduced the Quota and Points System (QPS) in 2005 for single person applicants. The purpose of the scheme was to set an annual quota for non-elderly one-person applicants applying for public rental housing (PRH) and establish a points system to accord priority to applicants of higher age. The goal of this study is to evaluate the effectiveness of the existing housing subsidy policy for solving the housing problems of the young people in Hong Kong. First, I will investigate and define the housing problems of young people and trying to make some recommendations and suggestions to government. Therefore, a survey will be conducted through interview questionnaire to the young people in order to study their housing problems and general characteristics. By studying the housing problems of the lower income young people in Hong Kong and hope the findings of this research may provide insights for policy makers in tackling the young people's housing problems. Book excerpt: The Occupy movement in Hong Kong was sustained for about 80 days because of government tolerance, the presence of determined participants, and a weak leadership. The government tolerated the occupation because its initial use of force, in particular teargas, was counterproductive and provoked large-scale participation. Unlike other social movements, such as the 1989 Tiananmen movement, the Occupy movement reached its peak of participation at the very beginning, making it difficult to sustain the momentum. The presence of determined participants who chose to stay until the government responded was crucial to the sustaining of the movement. These self-selected participants were caught in a dilemma between fruitless occupation and reluctance to retreat without a success. The movement lasted also because the weak leadership was unable to force the government to concede or devise approaches for making a "graceful exit." Consequently, site clearance became the common choice of both the government and the protestors. This book develops a new framework to explain the sustaining of decentralized protest in the absence of strong movement organizations and leadership. Sustained protests are worth research because they not only reveal the broad social context in which the protests arise and persist but also point out the dynamics of the escalation or the decline of the protests. In addition, sustained protest may not only lead to more dramatic action, but they also result in the diffusion of protests or lead to significant policy changes.

The housing prices of Hong Kong have fluctuated up and down largely in the past two decades. Housing prices reached a new record high in December 2013. Although the housing prices slide down slightly in recent months, they remain at very high level. Private housing became more and more unaffordable to Hong Kong people including the middle class. Many Hong Kong people resort to public rental housing (PRH) to meet their housing needs. As at the end of 2013, there were about 122,200 for non-elderly one-person applicants under Quota and Points System (QPS) and that were even more than 121,100 for general waiting list applicants. This reflects the large housing needs of young singletons for one-person household flats and alarms the public and the government of the serious shortage of housing for young singletons. The housing needs and aspirations of young singletons have ever been marginalised by the government that can be indicated by the housing policy carried out in Hong Kong. Singletons aged 21 or over have only been allowed to apply for PRH since 1985. However, the priorities of allocating PRH are given to family households, elderly and the disadvantaged. The successful housed number of non-elderly one-person applicants in permanent public rental housing increased from only 125 in 1996/1997 to 3,700 in 2004/2005. The implementation of QPS since 2005 has greatly restricted the access of PRH by young singletons because the allocation of PRH is mainly on the basis of age and subject to the annual maximum allocation quota of 2,000 units. On the other hand, singletons have only been allowed to apply for purchase of subsidised sale flats and home purchase loans for purchase of self-occupied flat since 1998. All these are restricted by limited quota, size of flats to be purchased and half of the loans granted to general family applicants. Following the cease of various subsidised sale schemes and home purchase loans from end of 2002, the assistance to singletons to purchase their self-occupied flats also has stopped. From the perspective of housing policy in developed countries, government interventions in the housing market have been reduced for the past few decades especially after Asian Financial Crisis and Global Financial Tsunami. Governments of western countries and developed countries of Asia have shifted to adopt more market oriented housing policy and to encourage homeownership since 1990s. Governments emphasize provision of social rental housing to those in need. People living in social rental housing have then been stigmatized. Consequently, housing prices in these countries have been fluctuating up and down largely and supply of housing has not been matched by the needs of people. Accessibility to social rental housing by young singletons is dampened. Shortage of affordable housing affects young singletons seriously. Many young singletons tend to stay longer at parental home as what Yamada (1999) described as "parasite" single. Mckee (2012) finds that it is an international phenomenon of reducing self-occupied homeownership rates for young people as more young people staying with their parents, studying longer, having difficulty in getting employments, facing restriction on accessing state welfare benefit and in changing household formation. Today, housing is one of most significant livelihood issues in Hong Kong. Solving the housing problem is accorded with top priority by the current Government. Therefore, the Government formed the Long Term Housing Strategy Steering Committee in September 2012 to make recommendations on housing strategy of Hong Kong for the next ten years. One of the areas for study is the sharp increase in number of Waiting List applications which is indeed an expression of imbalance between demand and supply for public rental housing. After the Global Financial Crisis, the number of Waiting List applications has doubled in five years, at a compound annual growth rate of15.4%. Such increase is a combined result of increase in demand, decrease in supply and inefficient allocation of public rental housing for Waiting List applicants. This dissertation firstly attempts to find out the factors and root causes leading to this phenomenon, and then tries to work out some possible solutions for solving the present problem of public rental housing. By analyzing the components of housing system namely demand, supply and allocation, the root causes leading to their changes are studied, with aim to explain the recent sharp increase in Waiting List applications for public rental housing in Hong Kong. The areas of analyses include the demographic changes, single non-elderly applicants, affordability problem for private housing, supply of new production and recovery of public rental housing flats for Waiting List applicants, eligibility for public rental housing, and the efficiency of allocation mechanism. In addition, the desire of Waiting List applicants for public rental housing is also studied through a questionnaire survey because similar secondary data are not available. Lastly, due to the inelasticity of supply of housing to demand, it is essential for the Government to take timely measures before crisis is happened which may eventually affect the effective governance, suggestions are thus made accordingly in the last part of this dissertation with aim to reduce the sustained imbalance between supply and demand for public rental housing in Hong Kong.
