Looking at such films as Joan the Woman and Wings and at the war-time activities of Mary Pickford and Charlie Chaplin, film distributors, including George Kleine, and the National Association of the Motion Picture Industry, this book shows how heavily publicized gestures of patriotism benefited the reputation and profits of the movie business. Leslie Midkiff DeBauche shows how the United States government’s need to garner public support for the war, conserve food, raise money, and enlist soldiers was met by the film industry. Throughout the nineteen months of American involvement in World War I, film studios supported the war effort through the production of short instructional films, public speaking activities of movie stars, the civic forum provided by movie theaters, and the National Association of the Motion Picture Industry’s provision of administrative personnel to work directly with government agencies. While feature films about the war itself never dominated the release schedules of film distributors, they did become a staple film industry offering throughout the late 1910s and 1920s. The film industry had much to gain, DeBauche demonstrates, from working closely with the U.S. government. Though the war posed a direct challenge to the conduct of business as usual, the industry successfully weathered the war years. After the war, film producers, distributors, and exhibitors were able to capitalize on the good will of the movie-goer and the government that the industry’s war work created. It provided a buffer against national censorship when movie stars became embroiled in scandal, and it served as a selling point in the 1920s when major film companies began to trade their stock on Wall Street.

In the 1900s and 1910s, the American film industry often embraced the arguments of film free speech and extolled the virtues of propagandistic cinema—the visual art of persuasion seen as part and parcel of deliberative democracy. The development of American cinema in these years was formatively shaped by conflicts with another industry of cultural consumption: liquor. Exhibitors battled with their competitors, the ubiquitous saloon, while film producers often attacked the immorality of drink with explosive propaganda on the screen. But the threat of censorship and economic regulation necessitated control and mastery over the social power of the cinema (its capacity to influence the public through the visualization of ideas) not an open medium of expression or an explicitly political instrument of molding public opinion. By the early 1920s, big producer-distributors based in Southern California sidelined arguments for film free speech and tamped down the propagandistic possibilities of the screen. Through their trade association, the Motion Picture Producers and Distributors of America, headed by Republican insider Will H. Hays, the emerging moguls of Hollywood negotiated government regulation, prohibition, and the insurgency of the Ku Klux Klan in the turbulent 1920s. A complex and interconnected work of political history, this volume also uncovers key aspects in the development of modern free speech, propaganda in American political culture, the modern Republican Party, cultural developments leading up to prohibition, and the rise and fall of the Ku Klux Klan in the 1920s. Caught between the older model of short film and the emerging classic era, the transitional period of American cinema (1907-1917) has typically posed a problem for studies of early American film. Yet in Cinema and Community: Progressivism, Exhibition, and Film Culture in Chicago, 1907-1917, author Moya Luckett uses the era's dominant political ideology as a lens to better understand its cinematic practice. Luckett argues that movies were a typically Progressive institution, reflecting the period's investment in leisure, its more public lifestyle, and its fascination with celebrity. She uses Chicago, often considered the nation's most Progressive city and home to the nation's largest film audience by 1907, to explore how Progressivism shaped and influenced the address, reception, exhibition, representational strategies, regulation, and cultural status of early cinema. After a survey of Progressivism's general influences on popular culture and the film industry in particular, she examines the era's spectatorship theories in chapter 1 and then the formal characteristics of the early feature film-including the use of prologues, multiple diegesis, and oversight-in chapter 2. In chapter 3, Luckett explores the period's cinema in the light of its celebrity culture, while she examines exhibition in chapter 4. She also looks at the formation of Chicago's censorship board in November 1907 in the context of efforts by city government, social reformers, and the local press to establish community standards for cinema in chapter 5. She completes the volume by exploring race and cinema in chapter 6 and national identity and community, this time in relation to World War I, in chapter 7. As well as offering a history of an underexplored area of film history, Luckett provides a conceptual framework to help navigate some of the period's key issues. Film scholars interested in the early years of American cinema will appreciate this insightful study.
