Book excerpt: Following the collapse of the Iron Curtain in Europe Poland's interests lay in rejoining the Western European cultural society an interest which always existed in Poland's history except for the last forty-five years. In order to facilitate this desire Poland realized the need to create a stable and fixed security system in Europe, since the order established at Yalta had disappeared. From the beginning of the institution of a democratic government in Poland, the NATO Alliance was considered the only stable factor in this part of world. The presence of U.S. forces was seen as a precondition for the stability and security of the region. The Polish eight year effort to gain acceptance to join NATO succeeded in 1999. It accelerated a difficult period of transforming not only for military structures, but also for the entire nation as a whole. This paper will attempt to focus on the primary challenges concerned with the interoperability of Polish military forces with those of the other nations who belong to NATO. While the principle areas have been identified, some delay will take place before complete integration is completed. The purpose of this document will be to define some of those areas which require further effort before meeting acceptable standards.

Book excerpt: As the North Atlantic Treaty Organization (NATO) adapts to the emerging strategic environment, it must consider innovative organizational structures that will allow it to harness the potential of its European partners. NATO's enduring deficiencies and their detrimental effect on military capabilities are examined. The decade following the end of the Cold War has revealed a far different world than envisioned. As the United States ruefully discovered, the reduced threat did not diminish security obligations. NATO's European members hoped otherwise and paid insufficient attention to military capabilities. NATO enlargement exacerbates the existing problems. NATO's integrated military structure does not easily accommodate the new members, which still suffer from the effects of the Soviet system. Simply put, their nascent market economies and unsophisticated militaries represent great obstacles to NATO interoperability. Establishment of integrated multinational divisions as a solution to NATO's salient problems is explored. Streamlining the Alliance to a single active corps of ten divisions and the establishment of a robust logistical supply group permits greater utility of limited manpower and equipment. Under this structure, all Alliance members can focus modernization on select units and become active participants in all NATO operations. This bold approach creates challenges for the Alliance, but the tremendous benefits outweigh the short-term risks. To remain relevant, the Alliance must seek innovations. Otherwise, it will become a Cold War relic.

In this study, conclusions regarding the military value, employment, and control of NSWP forces are drawn from the historical record, Soviet doctrine, current published orders of battle, Warsaw Pact military exercises, and the author's experience in the Polish army. After describing Soviet and Warsaw Pact military doctrines, the author examines the quantitative and qualitative role of the NSWP forces, their armaments, and the problems of Pact interoperability. Finally, he analyzes in detail the wartime operational role of the East European armies, including their echelonment, operational utility and tasks, strategic/operational grouping, and operational autonomy.

NATO, at its Madrid Summit in July 1997, invited the Czech Republic to join the Alliance. The ACR is undergoing a fundamental transformation to become interoperable with NATO members' armed forces. This study focuses on the human factor in alliance interoperability in the belief that new ways of thinking are fundamental to the principles for interoperability among NATO allies. After presenting the development of interoperability in NATO and the standardization process in the former Czechoslovak Army, the thesis treats evaluation of achieving the interoperability between the ACR and NATO. A special attention is given to the Partnership for Peace program and to changes in that part of the Czech legislation, which is connected with defense issues. Finally, the study presents generalization of steps, which are decisive for achieving the interoperability with the Alliance and which could be utilized by other countries.

The eight-year Polish effort to gain acceptance to join NATO finally succeeded on March 12, 1999. It fulfilled many years of preparation and searching for a new security environment. Despite the fact that some of the changes were done before entering NATO, Poland still needs to complete its integration with the NATO Alliance. Poland still possesses equipment and a command structure reflecting its former Warsaw Pact alliance requirements. This paper will attempt to focus on the transformation of the Polish Air Force and requirements, which must be accomplished to obtain NATO membership. Poland should accelerate these efforts to attain full NATO compatibility and interoperability. The purpose of the paper is to define areas in which Poland should concentrate its efforts to meet NATO obligations.

This Whitehall Paper examines the various modernisation and future capability development efforts being undertaken within NATO, and analyses the major threat systems and overall modernisation trends of the West’s main peer-competitors – Russia and China. US airpower capability development efforts are increasingly focused on countering the growing challenge from the Chinese military in the Pacific. To meet this challenge, the Pentagon is planning to transform the way it operates across all domains over the next 15 years. New platforms, weapons systems and increasing automation of command and control threaten to leave NATO allies behind. Current acquisition and modernisation plans of European air forces may eventually close the capability gap with current US theatre entry standard capabilities, but by then the US will have leapt ahead once more. Furthermore, many of the airpower capabilities which the US is pursuing for the Pacific theatre are significantly less relevant for the demands of deterrence against Russia in Europe. Given continuing dependence on US enablers on the part of other NATO members, a significant divergence in capability plans threatens to undermine crucial Alliance interoperability if not recognised and managed early.
