It aims to explain the action and motives of the principal players, focusing on the means by which they seek to Influence or circumvent the process of regulatory policy. The study begins with a discussion of politlcal theory, then looks at government-business relations In Mexico, before proceeding to a detailed examination of the development of 'basic' and 'value-added' telecommunications services. Particular attention is given to early 'unofficial' I liberalisatlon and the confliets which characterised the period of re-regulatory 'transition' 1982-1988. The case-studies trace the roles played by competing state producer and regulatory agencies, changes in the legal-administrative framework, recent private sector attempts to usurp the state's monopoly, as well as the country's forays into satellite communications. One of the objectives of the study has been to account for apparently incoherent pol Icy-making, and the Informal and unequal relationship between state agencies and private sector firms. These Issues are analysed with reference to a dynamic of bureaucracy and market-based power confllets of the kind which neo-Weberlans have termed 'closure'. In the Mexican case, the simultaneous monopolisation and usurpation of power resources by state agencies, and the formation of fluid collusive or clientele 1st al I lances across private and public sectors, have constituted the real driving force behind the development of telecommunications. The presentation of the case-study material high lights various economic, political and technical determinants of group closure In the pol Icy process, Including examples of 'rent-seeking', and some effort Is made to draw out relevant policy implications.

Specifically, privatization of Compañía de Telecommunicaciones de Chile and Telefonos de Mexico provides two case studies to examine and analyze in assessing the role of privatization with respect to communication and information technologies and services in promoting economic development within lesser-developed countries. A thorough examination of these two approaches will provide a conceptual framework for evaluating the full range of benefits and costs associated with implementation of specific policies contributing to sound telecommunications decisions. This dissertation presents an analytical comparison of privatization of the Chilean and Mexican telecommunications industries, beginning with an overview of the telecommunications industry in developing nations. A discussion of the lessons learned from privatization of telecommunications in other developing nations as well as progress to date will follow. A review of the background of telecommunications privatization and lessons from more-developed nations completes the historical background necessary to frame the remaining topics. An examination of recent developments shows how the pressure for reform is mounting, notably because of technological advancements and the increasingly competitive telecommunications global marketplace. The primary focus of the paper is on identifying policies and practices that will maximize the gains from divestiture. Telefonos de Mexico and Compañía de Telecommunicaciones de Chile are examined in a comparative analysis of the privatization processes and results in Mexico and Chile. An examination of research results includes a discussion of socioeconomic issues and their implications followed by a discussion of policy issues and their implications. The paper ends with a discussion of research limitations and suggestions for further research.

Book excerpt: Abstract: This dissertation analyzes the public interest discourse that accompanies the implementation of telecommunication institutional reforms in developing countries. Whereas previous research has focused on interpretations of the public interest concept by policymakers, this dissertation addresses the point of view of consumers affected by such reforms. Telecom reforms are often accompanied by official discourse emphasizing benefits in price, quality of service, and access that consumers expect to receive; this dissertation analyzes the extent to which consumers consider that these expectations have been fulfilled. The importance of the consumers' interpretation of the public interest is also emphasized by the increased attention of regulatory agencies and public utility commissions worldwide to consumer protection and education in the new regulatory environment. The dissertation focuses on the case of Mexico, a country representative of the political, economic, and social challenges faced by nations with low and middle levels of telephone penetration. Using argumentation analysis, the study reconstructs the consumers' public interest argument about telecommunications reform in Mexico, based on a purposive sample of letters to the editor published in the nationally distributed Mexican newspaper El Financiero from 1991 to 2001. The letters were coded to identify three parts of the consumers' argument: industry performance, recurrent themes, and values. Ninety-two percent of the letters were complaints about the service provided by Telf̌onos de México (Telmex), the incumbent local exchange operator; quality of service, both equipment-oriented and people-oriented, was the area of performance that consumers complained the most about. Thematically, consumers emphasized different aspects of their relationship with Telmex that made them feel powerless before the operator. In their view, Telmex's power over consumers was increased by its close relationship with the communications ministry. Consumers gave priority to values of interaction, such as respect, politeness, and responsiveness, which Telmex seemed to lack. Three main arguments emerged: (a) Telmex exercised power over consumers; (b) the government failed to fulfill the public's interest by facilitating abuses, and (c) consumers were victims of Telmex. I propose that for consumers in Mexico the public interest in telecommunications means empowering consumers before providers. Policy recommendations are given based on this finding.
