Book excerpt: In The Politics of Herding Cats, John Lovett looks at the relationship between media, Congress, and public policy, showing that leaders in Congress under normal circumstances control public policy on issue areas due to their status both within Congress and in the media by and large. When issue coverage on topics increases in media, however, other members seize on the opportunities to engage in the issue and shift public policy away from leader desires. As more members engage and more groups become involved, leaders lose the ability to control the process and are more likely to have problems actually getting public policy enacted. Lovett look at this phenomenon using newspaper coverage in the Washington Post over a 40-year period, both in terms of general analysis as well as individual case studies exploring agricultural subsidies (a low coverage topic), immigration (a changing coverage topic), and health care (a high coverage topic). As coverage increases, the amount leaders can control in the process decreases. Only under extreme circumstances, as seen in the Affordable Care Act, can leaders get anything done at all. The Politics of Herding Cats would be useful for those who wish to better understand the relationship between the media and Congress. It has been said that there is no social memory in Turkey before Mustafa Kemal Atatürk founded modern Turkey after World War I. Indeed, in 1923, the newly founded Turkish Republic committed to a modernist future by erasing the memory of its Ottoman past. Now, almost eighty years after the establishment of the republic, the grandchildren of the founders have a different relationship with history. New generations make every effort to remember, record, and reconcile earlier periods. The multiple, personalized representations of the past that they have recovered allow contemporary Turkish citizens to create alternative identities for themselves and their communities. Unlike its futuristic and homogenizing character at the turn of the twentieth century, Turkish nationalism today uses memory to generate varied narratives for the nation and its minority groups. Contributors to this volume come from such diverse disciplines as anthropology, comparative literature, and sociology, but they share a common understanding of contemporary Turkey and how its different representations of the past have become metaphors through which individuals and groups define their cultural identity and political position. They explore the ways people challenge, reaffirm, or transform the concepts of history, nation, homeland, and “Republic” through acts of memory, effectively demonstrating that memory can be both the basis of cultural reproduction and a form of resistance.

Moving beyond the "Does climate change exist?" question this text seeks to present the questions students need to address in an interdisciplinary approach seldom used in textbooks. Specialized texts are currently available to explain the scientific scope of the problem, the natural resource economics and the international diplomacy or public administration dimensions. But none explains all of these. This text will address these broad approaches, as well as considering the broad philosophical and ethical debates behind the specific issues raised. The premise of the book is that while the science of the problem is well understood, with several chapters devoted to solutions, climate change is also increasingly a political problem. The text will address "the collective action problem" early in the text, discuss the strength of the scientific evidence, the failure to come to terms with related social and political problems, and discuss the scope of the problem and will address why so little has been done. The text will also consider the clash between theories of collective action and interest group theories, and the increasingly prevalent view of climate change as a security threat affecting some groups and countries more than others. The second part of the book discusses that there is no single magical solution, but there are many partial measure solutions which are already underway. We also discuss forms of solving the associated political problems but note that different solutions produce different "winners" and "losers." Changes to how we produce and consume energy will be driven by market forces and by steady efforts to inform the public. The best indications are that "sacrifice-based" solutions do still exist but that we all need to be informed and make choices that will lead us in that direction"--

Book excerpt: In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.
