Using the Liberal Intergovernmental theoretical model, the book argues that while national economic preferences are an essential factor of government interests they only explain part of the dynamic that leads to the development of defence industrial policy at EU level. Moving beyond a simple adumbration of economic preferences, it shows how the EU’s institutional framework and corpus of law are used by governments to reaffirm their position as the ultimate arbiter and promoter of national economic preferences in the defence industrial sector. To this end, the work asks why and how EU member state governments, European defence firms, and EU institutions developed EU-level defence industrial policy between 2003 and 2009. The book also analyses significant policy developments, including the establishment of a European Defence Agency and two EU Directives on equipment transfers and defence procurement. This book will be of much interest to students of EU policy, defence studies, security studies and International Relations in general.

Today, "European Defence" is more popular than the European Union itself, even in Great Britain. Mérand addresses the fundamental challenge posed by military integration to the way we think about the state in the 21st Century. Looking back over the past 50 years, he shows how statesmen, diplomats and soldiers have converged towards Brussels as a "natural" solution to their concerns but also as something worth fighting over. The actors most closely associated to the formation of nation-states are now shaping a transgovernmental security and defence arena. As a result, defence policy is being denationalized. Exploring the complex relations between the state, the military, and citizenship in today's Europe, Mérand argues that European Defence is a symptom, but not a cause, of the transformation of the state. This book is an original contribution to the theory of European integration. Drawing on the work of Pierre Bourdieu, Mérand develops a political sociology of international relations which seeks to bridge institutionalism and constructivism. His careful study of practices, social representations and power structures sheds new light on security and defence cooperation, but also on European cooperation more generally.

Regime complexes can be found wherever state interests clash. Thus, even in one of the most constitutionalized of institutional environments, the European Union (EU), regime complexity features prominently – especially in European defence cooperation, where states have created competing institutions overlapping in their mandates to organize armaments cooperation or defence planning. The tense relationship between the institutions of the EU’s Common Security and Defence Policy (CSDP) and those of NATO is well-known. Yet inter-institutional conflict is not limited to this dichotomy. It extends to institutions beyond these two frameworks, such as those of the former Western European Union and regional defence cooperation frameworks such as the Nordic Defence Cooperation (NORDEFCO), or OCCAR – a minilateral armaments agency. All these institutions have partially overlapping membership structures and mandates and therefore rival authority claims in the field of European defence. As a result, France uses a much more pragmatic, de-unionized, and pro-American strategy to implement foreign policy objectives than before.
