It discusses the economic and political institutions during three political regimes and assesses the industrial sector's performance across these different regimes. Further, it evaluates the different industrial strategies and organizational structures for implementing the industrial policies together with the current industrial park strategy and its contemporary impact on employment creation, export promotion, foreign exchange revenues, the value chain, and spillover effects. Both qualitative and quantitative approaches are used for exploring the role of political economy in Ethiopian industrialization. Different political strategies were followed by the political regimes to support the industrial sector. The paper distinguishes between two extreme political strategies of protectionist import substitution industrialization and the outward strategy of export-oriented industrialization. The study confirms that political institutions negatively impacted industry for several decades. The results support focusing on institutions to successfully implement industry policies for inducing the industrialization process in the country. Policies must be implemented considering existing opportunities and resources in the country along with their respective economic outcomes instead of excessive priority being given to the political interests of the regime in power.

Both the Government and private developers are working on the development of IPs in different part of the country and some of them have started operation while the others are waiting for their completion. The main objective of this study is to exploring the experiences of IP developments in African countries, focusing on identifying main opportunities and challenges and lessons from and to Ethiopia. Both primary and secondary data sources were used. Documents, key informant interview and FGD were among the main data collection instruments used to examine and show IP practices in the continent and Ethiopia’s Bole Lemi and Hawassa IPs in particular. Officials and experts from Ethiopian IPDC and EIC, HRMs from nine companies, IPs' managers and employees of enterprises have responded the interview questions; households who are evicted due to IPs constructions have also participated in the FGD and different documents reviewed. Data have been interpreted through theoretical basis, basic standard, conception and comparative approach.

Apart from favourable Macro environment (GDP, purchasing power, Economic freedom, easy of doing business, and political stability) low Production factors such as rawmaterials, related and supplying industries, electric cost and skilled and semiskilled manpower are the source of competitive advantage both to the countries and firms along the supply chain. The textile and clothing industry have been one of the most dynamic and geographically mobile industries globally. The industry is made up of complex global production networks and due to the possibilities of minimizing the costs of production, many buying companies use suppliers located in developing countries and manufacturers of textile and clothing companies also relocate themselves in developing countries through foreign direct investment (FDI). Over recent years there has been an increasing amount of interest in Africa for investment as a continent with immense resources and potential. Ethiopia in particular has been singled out as a land of growth and investment opportunity. Ethiopia grows some of the world‘s finest cotton and has a rich textile spinning and weaving history, yet its importance on a global scale remains insignificant. Having experienced average annual growth rate of 10.7% GDP growth consistently since 2006 and a stable political framework since 1995, it still remains largely, not yet used or taken advantage of it. Although, favourable business environment is set by the government, there are ―missing inputs (weak points)‖ in existing supply chain which should be addressed. For example, in the case of garment manufacturing, trimming and accessories, packaging, certification bodies, spare part technology and machine maintenance companies and Ecommerce are missed along the supply chain.

The textile sector is one of these sectors. The textile industry is expected to provide employment for hundreds of thousands and thus improve people's living conditions and contribute to the development of the country. Major reason for asian investors to shift their focus to Ethiopia are extremely low wages and the lower production costs involved. The Ethiopian textile industry has to deal with high rates of labor turnover and absenteeism. From the perspective of the mostly international managers the reason for turnover and absenteeism is often attributed to the 'mindset' of the predominantly female workforce. A research project financed by the German Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung is looking at reasons and possible measures to solve this problem. Results of this project (conducted at the University of Giessen by Michaela Fink and Reimer Gronemeyer together with Ethiopian colleagues are presented in this book. Experts from Ethiopia and Germany are presenting the history of the textile industry in Ethiopia and the coming development. Book excerpt: This book provides a thorough and rigorous discussion on the impact of trade liberalisation on economic development with a special focus on the African continent. The author presents the rationale for trade liberalisation, trade liberalisation frameworks, the trade liberalisation economic development nexus, impediments to trade, and contemporary issues of international trade. In this book, notwithstanding the benefits from trade liberalisation, the author shows that African trade as a share of global trade has remained flat at 3% as in 1975, while the continent’s exports have remained raw materials and its intra-regional trade at less than 15% of total trade, which is the lowest in the world (UNCTAD, 2020). With respect to key economic development indicators such as economic growth, poverty levels, and employment levels, this book shows that, ironically and in direct contrast with the conventional views that trade liberalisation alleviates poverty, trade liberalisation in Africa has resulted in high levels of unemployment and low economic growth which ultimately lead to increased poverty. In addition, this book provides a detailed analysis of why trade liberalisation has failed to yield meaningful benefits to Africa. The binding constraints and blockages which prevent positive spin-offs on trade liberalisation in Africa are discussed in detail in this book. In the same vein, the author provides practical strategies which must be adopted by African countries in order to gain from trade liberalisation, making this work a must-read for African governments, academia, trade experts, regional trading blocs, the World Trade Organization, and development partners. In view of this, and as part of the disruptive and structural transformation policies, the author discusses case studies and international experience contextualised to Africa as well as strategies for addressing the trade-related infrastructure gap, production capacities, export promotion, and aid for trade.

Primary and secondary data were collected through multiple data gathering tools i.e. questionnaire, interview, observation and document review, and probability and non-probability sampling methods were applied. The collected data was analyzed through narration and descriptive analysis method. Bole Lemi IP has played role in achieving social development of the urban community through the provision of infrastructure and services to the previously underserved community. But the social development opportunity brought by this industrialization is unequal since communities living around the IP are still deprived of basic services and infrastructure. This is due to lack of integration between industrialization and urban development. The relocated households have been introduced with structural change in their way of life; however, they become exposed to the risk of impoverishment. Even if part of the urban community i.e. relocated households has become vulnerable to economic hardship and industrial employees remained the working poor, the IP is playing significant role for economic development. To boost the role of industrialization for holistic urban development creating strong integration between industrialization and urban development and building synergy between different government institution and their goals is a must. This is because swinging together with different feathers is not the choice that can be made it is obligatory instead.
