Book excerpt: The Horn of Africa is the most militarised and conflict-ridden region on the African continent, with armed conflicts raging frequently within and between states. In 1991, Somaliland emerged as an autonomous entity in this turbulent region after unilaterally declaring its independence from the rest of Somalia. Over the past eighteen years Somaliland has managed to display an enviable measure of peace and stability. Through successive clan conferences, Somaliland established relatively viable institutions which paved the path for reconstruction of an entity mainly employing local resources. Somaliland has thus been depicted as 'an oasis of stability in an otherwise chaotic Somali regional environment.' The accomplishments of Somaliland, however, have been overshadowed by the lack of international recognition of its statehood and also its territorial dispute with neighbouring Puntland. The overall objective of this paper is to provide a detailed account and analysis of the political development of Somaliland and its conflict with Puntland.

Not only the effects that have crippled the nation as a community such as the infrastructure and political scenarios risen by the traditional "clanism" and their power play; but also a look into the other aspects of the country that have been neglected and never really looked into - that is a more communal to individual perspective that leans towards everyday factors that have also been affected (such as education); and how more and more attention is given to the government but not enough attention is given to important aspects of a nation such as the development of a better formalized education system and an integration of how leaders should be so that people may know from a young start what is that needs to be done in order to help the country survive and come out of its dark place. The study aims not only to look at such situations in depth and compare them with one another but it also intends to bring about and come up with a number of solutions that can be helpful for the country and can be used positively and practically so that its disputes are set aside, as well as to enhance the situation of the country in terms of the people that are suffering because of the government.

Manipulating clan sentiment, they succeeded in turning ordinary civilians against neighbors, friends, and coworkers. Although this episode of organized communal violence is common knowledge among Somalis, its real nature has not been publicly acknowledged and has been ignored, concealed, or misrepresented in scholarly works and political memoirs—until now. Marshaling a vast amount of source material, including Somali poetry and survivor accounts, Clan Cleansing in Somalia analyzes this campaign of clan cleansing against the historical background of a violent and divisive military dictatorship, in the contemporary context of regime collapse, and in relationship to the rampant militia warfare that followed in its wake. Clan Cleansing in Somalia also reflects on the relationship between history, truth, and postconflict reconstruction in Somalia. Documenting the organization and intent behind the campaign of clan cleansing, Lidwien Kapteijns traces the emergence of the hate narratives and code words that came to serve as rationales and triggers for the violence. However, it was not clans that killed, she insists, but people who killed in the name of clan. Kapteijns argues that the mutual forgiveness for which politicians often so lightly call is not a feasible proposition as long as the violent acts for which Somalis should forgive each other remain suppressed and undiscussed. Clan Cleansing in Somalia establishes that public acknowledgment of the ruinous turn to communal violence is indispensable to social and moral repair, and can provide a gateway for the critical memory work required from Somalis on all sides of this multifaceted conflict.
