Kerlin's book, The Voice of the Negro, appeared, it startled a great many people into serious thought about the Negro press. Professor Robert E. Park's The Immigrant Press and Its Control was then almost ready for the public, and the idea of making that public better acquainted with another of its great minority groups had for me a strong appeal. Colonel Kerlin, too - who has been consistently helpful - held that his study of Negro newspapers as they appeared during a certain four-month period should call out an extended inquiry into the actual numbers, circulation, history, economic connections, and social implications of such papers. It is impossible to name here all those who have helped in the production of the present book. Negro editors have responded courteously to many letters of inquiry. The newspaper men in Chicago, where the study was carried on during the greater part of two years, have especially deserved mention. The gentlemen of the Associated Negro Press have been very generous in offering the use of their exchanges and in countless other favors. To Professor Park a debt of gratitude is due which these rather formal phrases cannot be expected to discharge. His wide knowledge of the field of Negro life, his kindly interest in this undertaking, and his unique way of offering criticism and suggestion have been indispensable. The military maxim, that no defences are strong without force enough in them to occupy their line, is true of civil affairs. Entrenchment in the letter of a constitution avails little with the people at large on either side of a question, unless the line of that entrenchment is occupied by a living conviction of being in the right. The most ultra-southern position on the negro question has an element of strength close akin to this. To be right is the only real meces sity; but where is the community that will not make and defend with treasure and blood the assumption that what is necessary is. Right? Southerners, in the political sense of the term, may sometimes lack a clear, firm-founded belief that they are right; they may have no more than a restless confidence that others are as wrong as they; but they have at least a profound conviction that they are moved by an imminent, unremitting, imperative necessity. Not that this is all; hundreds of thousands of them, incapacitated by this very conviction from falling into sympathy with the best modern thought, have been taught, and are learn ing and teaching, not only on the hustings, but in school, in col lege, at the fireside, through the daily press, in the social circle and in church, that in their attitude on the negro question they are legally, morally and entirely right. Congressmen from the South and from New England discussed him, and worked themselves into a passion about him, which broke forth into a horrible contention of blood. In this contention he behaved himself with notable loyalty and service. He accepted the issues of the civil war as the settlement of a fear ful contention between the North and his Southern owners. He did not ask for the ballot. That was given to him by the white legislators of the nation. The use or misuse he may have made of the ballot was in obedience to the orders of those who passed the fifteenth amendment and made him a voter. In some of the Southern States the ballot has been taken from many of them, or, to be more accurate, constitutions have been so changed that only a small number of negroes can vote. This was done without their request, and those who have watched most closely the negroes to whom the ballot has been denied, must admit that they seem about as well satisfied not to vote as they were to vote. He had no choice in the matter of fixing his primary ideas of civilization. Beginning as a slave, he submitted to the ideas of his owner in those matters as well as in industrial matters. Under the laws of servitude which forced him to carry out the will of his owner, by a natural process he became an imitator of his master, and this easily became the method of his primary educa tion in civilization.
