Book excerpt: Excerpt from The Montana State Board of Entomology: Sixth Biennial Report, 1925 1926 Sir: In behalf of the Montana State Board of Entomology it gives me pleasure to transmit to you the Sixth Report which covers the years from 1923 to 1926, inclusive, no report having been issued in 1925. The work of this Board began in the year 1913 and has been continuous since that year. The primary object in passing the law which created this Board was to provide for the investigation and control of Rocky Mountain Spotted Fever, though the study the study of any insect borne diseases of man and domestic animals was authorized. From the first, Spotted Fever has been almost the only subject studied. The problem has turned out to be a long and difficult one. There was very little known in medical science or in entomology to guide and aid us, and we have been obliged to make advances into the unknown in any progress we have made. It has been the policy of the Board to enlist the cooperation of any agencies that might aid and we have had the assistance of various agencies, including the U. S. Public Health Service, the U. S. Bureau of Entomology, the U. S. Biological Survey, the U. S. Forestry Service, the Rockefeller Foundation for Medical Research, and Harvard University, all of which have rendered valuable assistance. In the nature of the case, there has been much that the State of Montana has had to do and in the future the State will be obliged to take an active part if the problem is to be successfully completed. Book excerpt: Excerpt from The Montana State Board of Entomology: Ninth Biennial Report, 1931 1932 My dear Sir: The Montana State Board of Entomology was created by an act of the legislature in 1913. The primary purpose of this board was to study Rocky Mountain spotted fever and other aracnid and insect-borne diseases of man and animals within the State of Montana, and to carry out any methods for the suppression of such diseases as might seem advisable. In eight previous biennial reports the work and accomplishments on spotted fever have been recorded. These reports constitute an important series of scientific documents and have been preserved in the important libraries of the world. This may seem to be an unwarranted use of public money. However, in this regard it should be remembered that no less than seven organizations (The American Medical Association, Harvard University, The Institute of Infectious Diseases, The Rockefeller Foundation, The University of Chicago, The University of Minnesota, and The University of Paris) with no particular interest in Montana have devoted both money and personnel toward the investigation of Rocky Mountain spotted fever. Progress has been attained through the cooperation and research efforts of the above named private institutions and many other public ones. It is, therefore, only fitting and proper that these reports be published. Science has no political boundaries and especially in the matter of public hygiene, the one human endeavor on which all countries of the world can unite with truly mutual benefit, can scientific intercourse be most advantageously promulgated. From 1913 to 1932 the Board of Entomology supported both control and investigational work in regard to ticks and spotted fever in the Bitter Root Valley. In 1914 the disease spread to some eastern Montana counties and during 1916 and 1917 investigational studies were also carried on by the board in Powder River and Musselshell Counties. By 1920 the situation in regard to the disease became so acute that the board realized that either the state must enter into a more fundamental study of the whole proposition or seek some federal agency which would. Failing in an attempt to obtain greater support from the 1921 legislature, an appeal was made to the U.S. Public Health Service. Accordingly, in 1921 that organization began the most exhaustive study of spotted fever yet undertaken. Its most outstanding accomplishment has been the perfection of a prophylactic vaccine which has done more to allay the fear of ticks and spotted fever than all other accomplishments in the study of the disease combined. By 1930 it was very apparent that Rocky Mountain spotted fever was a national problem. The state laboratory at Hamilton, space in which had been rented to the U.S. Public Health Service, was taxed to capacity, incident to the production of vaccine for many other states besides Montana. After the necessary preliminary discussions with the federal health authorities, the State Board of Entomology recommended to the state legislature and the State Board of Examiners that the state sell its laboratory to the federal government. Book excerpt: Excerpt from Seventh Biennial Report, 1927-1928 According to the wording of the creative legislative act it is the duty of the Montana State Board of Entomology to investigate and study the dis semination by insects of diseases among persons and animals, said investiga tion having for its purpose the eradication and prevention of such diseases. The study of insects which do not transmit disease and the control of insects attacking crops are therefore not within the province of this board but are taken care of by the Agricultural Experiment Station and the State Entomologist. The State Board of Entomology is composed of three members; the Secretary of the State Board of Health, the State Veterinary Surgeon and the State entomologist, and therefore brings together in one organization the three State Officials who are most concerned with the control of human diseases, animal diseases and insects which may transmit disease. The field headquarters for the Montana State Board of Entomology is at Hamilton, Montana, where a modern, fire-proof, well equipped laboratory was built this past year with funds provided by the 1927 legislative session. The laboratory is occupied jointly by two staffs of investigators, one employed by the Montana State Board of Entomology and the other by the U. S. Public Health Service. These two organizations have worked together under an informal plan of co-operation since 1921. The State Board of Entomology has been fortunate indeed in securing this co-operation; the U. S. Public Health Service has not only been generous in its financial support of the work but has also provided highly 'trained investigators whose researches have advanced the work far more rapidly than could have been expected if the State Board had continued to work alone.
