Book excerpt: Excerpt from The Growth and Decline of the French Monarchy This volume has grown out of a desire to investigate the origins of the French Revolution. Many books have been written on that Revolution, and a goodly number deal directly or indirectly with its origins. Writers like M. Taine have generalised its causes with philosophical grasp and acute ness. They have unfolded the more direct of these causes by a study of the Old rc'glfnc in its later phases. M. Taine, in particular, has given us a graphic picture of the social and political institutions of France in the eighteenth century in his Origines de la France Contemporaine. The roots of the Revolution lie, however, deeper down in the layers of French history; below as well as in the upper stratum Of the eighteenth century. For its causes were indirect as well as direct, remote as well as immediate. To unfold this twofold category of causes, it is needful to go far back into the history of the old French monarchy, to review, in fact, the history of monarchic France from the Middle Ages onward. It is this that I have attempted to do in the following chapters, and in this endeavour I have eschewed the method of philosophical generalisation for that of consecutive historical investigation. I have adopted the historic method in a large sense in my search for an adequate explanation of the great upheaval which, in the last decade Of the eighteenth century, affected the history not only of France, but Of Europe, permanently as well as transiently. Several questions suggested themselves to my mind on looking at the history of France from this point of view. How did the power of the French kings, from Hugh Capet onwards, grow? How did these kings exercise this power in the work Of government? How, as the result of the exercise of this power, did the monarchy decline, and thus invite its own fall by the violent process of revolution? In a single lifetime it rose to far more than one hundred millions, while the national income grew still more rapidly; and this increase was wrought by a class to whom the ancient monarchy denied its best rewards, and whom it deprived of power in the country they enriched. As their industry effected change in the distribution of property, and wealth ceased to be the prerogative of a few, the excluded majority perceived that their disabilities rested on no foundation of right and justice, and were unsupported by reasons of State. They proposed that the prizes in the Government, the Army, and the Church should be given to merit among the active and necessary portion of the people, and that no privilege injurious to them should be reserved for the unprofitable minority. Being nearly an hundred to one, they deemed that they were virtually the substance of the nation, and they claimed to govern themselves with a power proportioned to their numbers. They demanded that the State should be reformed, that the ruler should be their agent, not their master. That is the French Revolution. Book excerpt: In this innovative study of the press during the French Revolutionary crisis of the early 1830s, Jeremy Popkin shows that newspapers played a crucial role in defining a new repertoire of identities--for workers, women, and members of the middle classes--that redefined Europe's public sphere. Nowhere was this process more visible than in Lyon, the great manufacturing center where the aftershocks of the July Revolution of 1830 were strongest. In July 1830 Lyon's population had rallied around its liberal newspaper and opposed the conservative Restoration government. In less than two years, however, Lyon's press and its public opinion, like those of the country as a whole, had become irrevocably fragmented. Popkin shows how the structure of the "journalistic field" in liberal society multiplied political conflicts and produced new tensions between the domains of politics and culture. New periodicals appeared claiming to speak for workers, for women, and for the local interests of Lyon. The public was becoming inherently plural with the emergence of new "imagined communities" that would dominate French public life well into the twentieth century. Jeremy Popkin is well known for his earlier studies of journalism during the eighteenth century and the French Revolution.
