Book excerpt: « Monuments in gratitude » to the Red Army in Poland are among the most numerous and well-known commemorative structures from the communist period. This does not mean, however, that the history of their construction and existence has already been extensively studied and described. In post-communist Poland, the « monument heritage » is regarded as an important part of recent history of Poland or of Central-Eastern Europe, even though the topic still gives rise to much controversy. Dominika Czarnecka's book is the first attempt at a synthetic presentation of the history of monuments to the Red Army erected outside of permanent cemeteries in post-war Poland. The work was awarded a distinction at the Wladyslaw Pobóg-Malinowski Contest for the Historical Debut of the year (2014). The Polish-language edition was also among the nominees of the Polityka News Magazine History Award (Polish History Book of the Year) in the debut category (2016).

The author uses Poland as a case study to mark the outer limits of change that the West can reasonably expect from post-communist countries with regard to the relationships between the military and civil society. The attempts to identify the general preconditions necessary for democratic civilian control over the military in countries where there is no historical precedent for civilian oversight.

Book excerpt: Fifteen years after the fall of communism, we are able to appraise the results of the multi-faceted postcommunist transition in Central and Eastern Europe with authority. This volume specifically addresses the fascinating area of Civil-Military relations throughout this transitional period. The countries of the region inherited a onerous legacy in this area: their armed forces were part of the communist party-state system and most were oriented towards Cold War missions; they were large in size and supported by high levels of defence spending; and they were based on universal male conscription. Central and eastern European states have thus faced a three fold civil-military reform challenge: establishing democratic and civilian control over their armed forces; implementing organisational reform to meet the security and foreign policy demands of the new era; and redefining military bases for legitimacy in society. This volume assesses the experiences of Poland, Hungary, Latvia, Romania, Croatia, Serbia-Montenegro, Ukraine and Russia in these areas. Collectively these countries illustrate the way in which the interaction of broadly similar postcommunist challenges and distinct national contexts have combined to produce a wide variety of different patterns of civil-military relations. And yet, within a few short years, they had clearly lost. An oppressive communist regime gave way to a capitalist society that embraced economic and political inequality, leaving many workers frustrated and angry.
