Events falsified all anticipations. After the comparative failure of the attack on commerce by surface craft -cruisers and auxiliary cruisers - the enemy became convinced that in the submarine he had found the means of cutting the communications of the British Empire, and of shutting off from the European battle-fields the essential supplies without which the troops could not continue to fight. The use of the submarine for commerce destruction involved the infraction of international law as well as the ignoring of the code of humanity, since these small craft, packed with machinery and equipped for war, were unable to accommodate the crews of ships sunk, whether by torpedo, gunfire, or bombs. The German flag had already been banished from the highways of the world. So, in desperation, it was decided, whatever the loss of human life might be, and without respect for considerations of law, however widely recognised, to embark on a policy which, rightly or wrongly, became generally known as piracy. This decision changed the whole aspect of the War so far as merchant seamen were concerned. As the campaign made progress it became apparent that the British merchant seamen were being forced by circumstances, over which neither they nor the British naval authorities had any control, into the forefront of the struggle by sea. The Germans gave way, and early in May Count Bernstorff presented a Note in which his Government promised that henceforth the campaign would be conducted in accordance with the general principles of international law, and that no vessel would be sunk until some provision had been made for the safety of the passengers and crew. These concessions ushered in a new phase of the con flict. The Imperial Chancellor had yielded to the American demands in the teeth of fierce opposition from the officers of the naval and military commands. The thought of loyally supporting the Government in the attitude it had adopted evidently never entered their minds, as the events recorded in this volume attest; and for the rest of the year they strove, by making progressive encroachments upon the pledges given, to restore the submarine campaign to the position which it had lost. They were tolerably successful for at the end of 1916 merchant vessels were being sunk without warning in the Atlantic and North Sea as well as the Mediterranean: in January 1917 the number of lives lost in British merchant ships was 276, and 245 of these died as a result of the submarine campaign. When, a few weeks later, the German Government declared unrestricted submarine war, it was practically announcing an accomplished fact, but the decision proved the final influence which brought the United States into the war. There is somewhat suggestive in the scene, and the memories of other times come freely to him, as though driven back on the breeze which roars through the rigging overhead. But sitting at home, by the fireside, among his friends, there is nothing to remind him of his past life; the incite ment is wanting-the yarn can't be spun. Not being able, in any other way, to gratify the wishes of certain of my young friends, I have endeavored here to jot down such reminiscences as will not, it is trusted, prove em titely uninteresting. To give a sailor's impressions of a sailor's life, nothing extenuating, nor aught setting down in malice, has been the aim. Neither exaggerating its hardships - they do not need it - nor highly coloring its delights, whatever those may be, the very plainest truth has been thought sufficient for the purpose in View. With one more remark, the Book is handed over to the reader. It is to beg indulgence for the frequent occurrence of the first person singular in these pages. The nature of the story renders it impossible to avoid this.
