The staats-billcts (state-bills) were the sole representatives of a floating debt of about 600,000,000 livres, which had been arbitrarily scaled down by the Regent to 250,000,000 livres; and on Sept. 6, 1717, at which time the Company of the West was chartered, they were at a discount of from sixty to seventy per cent. The capital stock of the Company was divided into shares of 500 livres each; the number of shares was unlimited, and payment was made exclusively in billets d'etat. For those bills, when surrendered to the Government in sums of 1,000,000 livres, there was issued to the Company rentes (annuities) in perpetuity for 40,000 livres. The State was relieved from the pressure of so much of its debt as was thus used, and by assuming the payment of four per cent, upon the principal. Thus the Company had an income of four per cent, upon its capital guaranteed by the Government. The more readily to float the capital, the shares of aliens were exempt from the droits d'aubaine (the right of escheat to the Crown), and from confiscation in time of war; the obverse legend alludes to this pledge by the Government."
