It is the fruit of over a century of agitation by trade unionists, social reformers and governments as well as by some employers. It exists under the sanction of the Treaty of Versailles and at present has a membership of fifty-four nations, the United States and Russia being the two nations of major importance outside its scope. It may have a marked in uence on the future of labor and industry in the various nations, and its accomplish ments during the past three years are, therefore, of consider able general interest. This Report is based on an analysis of all available govern mental and other documents, on examination of the publica tions of the International Labor Organization, including the Minutes of the regular meetings of its Governing Body, and the reports of the Proceedings of its General Conferences. This has been supplemented by a study of the views of the International Organization of Industrial Employers, the Inter national Federation of Trade Unions and other bodies of employers and employees, and by interviews with some of the members of the Governing Body of the Organization and with prominent industrialists of nations now comprised in the membership of the International Labor Organization. In the preparation of this Report the National Industrial Conference Board has also had the advantage of a first hand study by its Managing Director of the work and operation of the International Labor Office in Geneva, Switzerland.
