Download or read book The Institutional Context of Public Private Partnerships written by Mhamed Biygautane and published by Edward Elgar Publishing. This book was released on 2022-09-23 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Based on original empirical data collected from three Gulf Cooperation Council (GCC) states of Kuwait, Saudi Arabia and Qatar, this engaging book offers comprehensive insights into the institutional environment of public-private partnership (PPP) from a unique and under-explored context. Drawing on ideas from the fields of project management, neo-institutional theory and research on the Gulf rentier states, this book unpacks how individual and organizational actors engage in several strategies to either enable the implementation of PPPs or to resist them. It explores why and how individual and organizational actors in Kuwait, Saudi Arabia and Qatar seek to disrupt or maintain existing forms of project organizing. Chapters from this book highlight both the macro- and micro-dynamics of initiating, implementing or resisting new forms of project organizing, and offer several theoretical contributions to project management, PPP literature and neo-institutional theory. This book will be an essential read for academics and policymakers interested in broader questions of how the institutional context affects public sector reforms and the introduction of New Public Management ideas to non-western contexts. Public policy and management students and practitioners will also find this book to be a valuable resource.

Book Governance in Modern Society

Download or read book Governance in Modern Society written by Oscar van Heffen and published by Springer Science & Business Media. This book was released on 2013-03-09 with total page 379 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is the immediate result of the co-operation of a great number of scholars in the Netherlands Institute of Government (NIG). NIG is an interuniversity research school. As such it has a double task. In addition to offering a Ph.D program to students in Public Administration it also is a research institute in which a great number of scholars from seven Dutch universities participate and work on a common research program. The chapters in this book are all products of the research program that started in 1995. This program had the ambition to explore the frontiers of the discipline in two respects. First by studying a number of recent developments in society and their consequences for the functioning of government. These consequences can be summarised as the development of a system of multi level and multi actor governance. Second, by contributing to the knowledge of institutions, both by studying what factors are most important in the formation and change of institutions and by studying the effects of institutions on the behaviour of actors in different political and administrative settings. Most contributions to this volume either have their origin in conferences organized by the NIG or were published as an NIG working paper. We are grateful to Marcia Clifford and Connie Hoekstra who prepared the final version of the manuscript, to Ian Priestnall who took care of the language editing and to an anonymous reviewer whose comments were gratefully used.

Book Mastering the Risky Business of Public Private Partnerships in Infrastructure

Download or read book Mastering the Risky Business of Public Private Partnerships in Infrastructure written by Manal Fouad and published by International Monetary Fund. This book was released on 2021-05-10 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Book The Design Management and Politics of Public Private Partnerships

Download or read book The Design Management and Politics of Public Private Partnerships written by Alberto Asquer and published by De Gruyter Oldenbourg. This book was released on 2020-02 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the last about twenty years, public-private partnerships (PPPs) gained more and more attention at the global scale. Once a particular financial scheme which helped funding infrastructure development while putting public debt outside of the financial statements, nowadays PPPs provide a fundamental template for the coordination of intellectual, organizational, and financial resources for the delivery of public services and the implementation of public programs. Research on PPPs has focused on various aspects from the design of PPP contracts, to the identification of critical success factors, and to the determinants of PPP performance. Yet, the political nature of PPPs has not been fully appreciated. Because of the intertwining of public and private interests, the design and management of PPP projects are exposed to various sources of influence from stakeholders. Within such scenario, policy-makers, public managers and professionals need to be sensitive to features of the political and institutional context where PPPs are implemented. This book aims to provide the readers with an analytical framework for explaining the role of politics in the design and management of PPPs. Drawing from various case studies - especially including those based in countries in Africa, Asia and the Middle East where currently PPPs are on the rise - this book will offer to students, academics, policy-makers and practitioners a guide to design and manage PPP projects while being attentive to the influences that originate from the political and institutional context.

Book Rethinking Public Private Partnerships

Download or read book Rethinking Public Private Partnerships written by Carsten Greve and published by Routledge. This book was released on 2013-05-07 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: The global financial crisis hit the world in a remarkable way in late 2008. Many governments and private sector organizations, who had considered Public-Private Partnerships (PPPs) to be their future, were forced to rethink their strategy in the wake of the crisis, as a lot of the available private funding upon which PPPs relied, was suddenly no longer available to the same extent. At the same time, governments and international organizations, like the European Union, were striving to make closer partnerships between the public sector and the private sector economy a hallmark for future policy initiatives. This book examines PPPs in the context of turbulent times following the global financial crisis (GFC). PPPs can come in many forms, and the book sets out to distinguish between the many alternative views of partnerships; a project, a policy, a symbol of the role of the private sector in a mixed economy, or a governance tool - all within a particular cultural and historical context. This book is about rethinking PPPs in the wake of the financial crisis and aims to give a clearer picture of the kind of conceptual frameworks that researchers might employ to now study PPPs. The crisis took much of the glamour out of PPPs, but theoretical advances have been made by researchers in a number of areas and this book examines selected new research approaches to the study of PPPs.

Book The Logic of Public Private Partnerships

Download or read book The Logic of Public Private Partnerships written by Graeme A. Hodge and published by Edward Elgar Publishing. This book was released on 2019 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines Public–Private Partnerships (PPP), and tracks the movement from early technical optimism to the reality of PPP as a phenomenon in the political economy. Today's economic turbulence sees many PPP assumptions changed: what contracts can achieve, who bears the real risks, where governments get advice and who invests. As the gap between infrastructure needs and available financing widens, governments and businesses both must seek new ways to make contemporary PPP approaches work.

Book Public Private Partnerships

Download or read book Public Private Partnerships written by G Ramesh and published by Routledge. This book was released on 2014-04-03 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: The collection of papers brings out the complexities in PPP in terms of types, conceptualization, structure, institutions, and financing. It covers a broad sweep ranging from infrastructure to services and utilities; and from global to Indian states. The methodology is primarily empirical but the thrust is on conceptualization of PPP in its various forms and frameworks. PPP is still a practitioner’s field but is growing in size and significance; and as a solution to failures of public system and the consequent privatization. It is a major attraction to policy makers and funding agencies given its middle-of-the-road approach. It is likely to gain currency, but it is important that we get deeper understandings of this form before we place more faith in this. The papers in this book, selected from a conference on PPP held at the Indian Institute of Management Bangalore in 2008, raise several important conceptual issues and seek to address some of them.

Download or read book Sharing Concerns written by Cristina Neesham and published by Cambridge Scholars Publishing. This book was released on 2013-09-11 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book draws together case analyses of public-private partnerships in four different countries: Australia, France, Romania and Spain. It represents research efforts conducted from December 2007 to November 2012, and it covers a wide range of experiences in planning and implementing public-private partnerships in countries that belong to two very different socio-economic regions: Europe and Australia. The study on Australia deals with key concepts and types of public-partnerships, as well as performance and evaluation issues. While the analysis on France focuses on water sanitation and public transport services, the research on Romania highlights water and infrastructure projects. Finally, the discussion of Spain emphasizes healthcare and network services. The study illustrates that public-private partnerships are very adaptable and can take an unexpected variety of forms in different industries, types of service, regions or legal frameworks. By suggesting new directions for future comparative research in this area, we hope that this collection of country case studies will stimulate useful and enlightened discussion of the field and encourage a greater focus on the importance of context in future discussions of public-private partnerships.
