Book excerpt: This research examines the effects of international trade and foreign direct investment (FDI) liberalization policies on the economy of the Dominican Republic during 1990s using a production function methodology. The regression results indicate evidence of unbalanced growth characterized by regional and technological dualism: (a) an efficient free trade zone (FTZ), highly dependent on FDI, and operating under increasing returns to scale, and (b) a relatively inefficient primary/secondary sector operating under decreasing returns to scale. Trade and FDI liberalization policies to promote sustained growth and development are not adequate because: (a) the implemented policies failed to establish economic linkages between different economic sectors, and (b) the FTZ's contribution to GDP averages only about 3%.

Book excerpt: Promotion of foreign direct investment (FDI) has been a priority policy goal in Central America, Panama and Dominican Republic for the past twenty years. Fiscal benefits are among the policies that have been used to attract it. At first sight the model followed has been fruitful. In 2013 the eight countries of the region succeeded in attracting US$ 12.7 billion, the highest level of FDI in their history. But there are question marks about how FDI will perform in future and what the incentives to promote it should be now that World Trade Organization rules on the instruments used to promote FDI in the region have changed. The present book analyzes this situation in depth. Firstly, it reviews the importance of FDI in the region as a source of financing for the external deficit. Then it reviews the findings of international economic research on the impact of FDI on growth and the factors that attract it. It highlights that far from being assured, the benefits of FDI depend on complementary factors which are often not present in the region. Subsequently the book analyzes the international evolution of FDI and the growing importance of multinationals of Latin origin. It then tackles the controversial question of the efficacy of fiscal incentives as a means to attract investment, following an innovative technical approach based on firm level data which questions whether the free zones have had a net positive impact on development. This analysis is complemented by a study of investment promotion policies, which focuses particularly on the Investment Promotion Agencies. Finally, the book outlines the prospects for FDI attraction now the sun has set on strategies based on providing fiscal incentives. It argues that a new strategy should be based on the creation of new skills and capacities through instruments designed to complement productive development policies and thereby generate positive spillovers in the economy.

Book excerpt: The Dominican Republic is often considered an example of the successful implementation of Special Economic Zones (henceforth SEZs) in the Western hemisphere. The zones fueled economic growth during the 1980s and 1990s and, while they experienced a sharp decline in employment due in part to the expiry of the end of the Multi-Fiber Agreement and stronger international competition in the textile and apparel industry in 2005, signs of recovery have been observed since 2009. Surgical equipment, chemicals and plastics, and footwear have recently emerged as the new drivers of export dynamism in the zones (World Bank, 2015). The objective of this report is to inform the policy discussion around the developmental impact of SEZs in the Dominican Republic by empirically assessing i) the implications of regulatory reforms aimed at complying with WTO disciplines regarding the elimination of incentives conditioned on export performance for SEZs firms, ii) the extent to which SEZs participate in Global Value Chains, and iii) their linkages with domestic suppliers. The report is organized as follows: The second section presents the historical importance of SEZ as an engine of economic growth in the country. The third section depicts the structural shift in terms of production in SEZs and evaluates the degree of value addition taking place in the Dominican Republic. The fourth section evaluates the degree and evolution of linkages between SEZs and local firms. The fifth section shows the impact of the regulatory changes in the SEZ regimen undertaken to comply with WTO disciplines. Finally, some conclusions and policy recommendations are presented in section six.

Both the acquisition of technology and its diffusion foster productivity growth. Developing countries have long sought to use both national policies and international agreements to stimulate ITD. The 'correct' policy intervention, if any, depends critically upon the channels through which technology diffuses internationally and the quantitative effects of the various diffusion processes on efficiency and productivity growth. Neither is well understood. New technologies may be embodied in goods and transferred through imports of new varieties of differentiated products or capital goods and equipment, they may be obtained through exposure to foreign buyers or foreign investors or they may be acquired through arms-length trade in intellectual property, e.g., licensing contracts. 'Global Integration and Technology Transfer' uses cross-country and firm level panel data sets to analyze how specific activities exporting, importing, FDI, joint ventures impact on productivity performance.

Costa Rica has used trade liberalization and promotion of international trade as a core development strategy for decades. CAFTA-DR consolidated benefits that had previously been unilaterally extended under the Caribbean Basin Initiative into a multilateral free trade agreement, providing a more stable environment for trade relationships. Beyond just being a trade agreement, CAFTA-DR opened up state monopolies in telecommunications and insurance, which polarized the country.
