Book excerpt: The DPRK's nuclear issue is difficult to be managed in a peaceful way because of the negative aspects of nuclear proliferation, unacceptable not only on the Korean Peninsula but also in the international community. North Korea, the U.S., Japan, and Russia have sharply divided views on the solution to North Korea's nuclear issue. In particular, given the bilateral and multilateral talks in history, despite small progress, it seems that the U.S. and North Korea cannot bridge the gap of understanding. Therefore, this study comes to the conclusion that nuclear issues cannot be resolved under the mistrust that has lasted for half a century, given that North Korea and the U.S. consider each other archrivals. Even though it will take a long time, scaling down the deep-rooted mistrust through "negotiations" and "engagement" remains the most realistic option for both sides. Changing leadership in the U.S., Japan, and South Korea will usher related parties into another chapter of opportunity to end the North Korean nuclear conundrum - this time, surely with more carrots than sticks.

Book excerpt: This thesis evaluates three U.S. policy options for North Korean nuclear weapons: incentive-based diplomacy, coercive diplomacy, or military force. It analyzes them according to four criteria: the impact on North Korea's nuclear weapons, the impact on its neighbors (China, Japan, and South Korea), U.S. policy costs, and the precedent for future proliferation. This thesis shows that diplomacy will fail to achieve U.S. objectives for three reasons: lack of trust, DPRK reluctance to permit transparency, and the difficulty of conducting multilateral coercive diplomacy. Ultimately, Deputy Secretary of State Richard Armitage's question must be answered: "What price is the United States willing to pay to disarm North Korean nuclear weapons?" If Washington is unwilling to back a threat of military force, it should not risk coercive diplomacy. Likewise, U.S. leaders may need to decide between maintaining the U.S.-ROK alliance and eliminating North Korean nuclear weapons.

Book excerpt: At first, it might not seem surprising to have a formal military alliance that has endured more than 4 decades between two communist neighbors, China and North Korea. After all, their armed forces fought shoulder-to-shoulder in the Korean War 50 years ago. However, Beijing's ties to Pyongyang have weakened considerably over time, and China now has much better and stronger relations with the free market democracy of South Korea than it does with the totalitarian, centrally planned economy of North Korea. In many ways Pyongyang has become a Cold War relic, strategic liability, and monumental headache for Beijing. Nevertheless, the China-North Korea alliance remains formally in effect, and Beijing continues to provide vital supplies of food and fuel to the brutal and repressive Pyongyang regime. Since the ongoing nuclear crisis on the Korean Peninsula, which emerged in October 2002, the United States and other countries have pinned high hopes on Chinese efforts to moderate and reason with North Korea. Beijing's initiative to bring Pyongyang to the table in the so-called Six-Party Talks and host them seems to substantiate these hopes. Yet, as the author points out, it would be unrealistic to raise one's expectations over what China might accomplish vis-à-vis North Korea. Beijing plays a useful and important role on the Korean Peninsula, but in the final analysis, the author argues that there are significant limitations on China's influence both in terms of what actions Beijing would be prepared to take and what impact this pressure can have. If this analysis is correct, then North Korea is unlikely to mend its ways anytime soon
