Book excerpt: This paper which is based on a long term (1972-2009) field observations and studies in rural Dezful, Southwestern Iran, maintains that prior to the nation-wide Land Reform Program of the 1960s, around 65 percent of the total population of 25 million lived in some 60000 villages. Rural inhabitants were mostly engaged in family farming. This peasant agricultural system was not always economically efficient, but it was more ecologically sustainable, as compared to the current situation. The fast growing population (70 million in 2009 with 70 percent urban) and increasing food demand, led to the policies favoring large-scale and non-peasant farming systems. Furthermore, lack of adequate supporting services for small-scale semi-subsistence farming, coupled with continuous draught in recent years damaged the village life and peasant family livelihood. Subsequently, these meant more village evacuation, marginalization and additional national economical and social problems and increased the need for food import. Thus there is a need for new policies to overcome the situation to prevent village disintegration, rural poverty and able men to leave agricultural sector. The researcher believes that capability of the peasant farmers could be materialized by provision of genuine village family oriented financial, technical and Extension services in line with sustainable development. The new policies should stress introduction of draught resistance farming pattern, restricted water use management, establishment of suitable food processing industries in rural areas, encouraging non-farm occupations (handicraft), on farm selling of agricultural products, and promoting rural eco-tourism. All these should receive priorities in planning the national economic and social policies. It is vital to support and encourage those endogenous elements which could stimulate the peasantry to adopt improve farming ideas and practices, leading to a more productive farming which could co-exist and even compete with other agricultural systems.

Collectively, the contributors argue that neoliberal social and economic policies have, in deepening the market imperative governing the contemporary world food system, not only failed to tackle to underlying causes of rural poverty but have indeed deepened the agrarian crisis currently confronting the livelihoods of peasant farmers and rural workers. This crisis does not go unchallenged, as rural social movements have emerged, for the first time, on a transnational scale. Confronting development policies that are unable to reduce, let alone eliminate, rural poverty, transnational rural social movements are attempting to construct a more just future for the world’s farmers and rural workers.

It was expected to improve rural poverty and stimulate agricultural development by replacing the traditional landlord-peasant system with more peasant-biased, modern farming. This book assesses the economic consequences of land reform, focusing particularly on its effect on the living standards of the rural poor. Amid describes a ‘biomodal’ system of large and small farms that emerged after the reform. Large farms, with government support, modernized and grew more profitable cash crops, whereas small farms found difficulty in obtaining credit and continued to rely on traditional techniques and staple food crops. Land reform was not, the author argues a success for the majority of the Iranian rural population who experienced virtually no improvement in living standards and a growth of rural inequality as a result.

Book excerpt: Most of Indonesian population live in rural areas, and the majority of poor people also live in rural areas, namely 13.47% in rural and 7.26 in urban. In the past decades, rural communities as well as the ecology have changed fundamentally. Many factors contribute to this transformation: development programs from the government as well as from private and NGOs; the diffusion of information technology; the development of transportation facilities; the rise of education and health levels, interaction with "outsiders", and so on. A main driving factor for rural development has been agrarian liberalization. This can be seen in the development of transnational plantations, which trigger land grab and rise of land demand. Development trough liberalization also had a negative impact, since the development of modern and industrialized agriculture affected the environment, and the expansion of plantations caused changes in the agricultural systems of villages and the life orientation of local communities. Interventions in villages by private companies, intermediary institutions no doubt have brought a structural transformations in rural live: local institutions, livelihood systems, population structures, ecosystems, and relation to the land. Unfortunately, the social, economic, cultural, and ecological transformation of the rural community not always produces improvement of quality of life for the rural community. At the same time, information and data related to rural transformations are scarcely available at research institutions, universities, NGOs, private enterprises. Rural Socio-Economic Transformation: Agrarian, Ecology, Communication and Community, Development Perspectives discusses many aspects of the social, economic, cultural, and ecological transformation of rural life in Indonesia, and is of interest to academics and policy makers interested or involved in these areas.

Book excerpt: This volume applies the science of complexity to study coupled human-environment systems (CHES) and integrates ideas from the social sciences of climate change into a study of rural development amid flooding and urbanization in the Poyang Lake Region (PLR) of China. Author Qing Tian operationalizes the concept of sustainability and provides useful scientific analyses for sustainable development in less developed rural areas that are vulnerable to climatic hazards. The book uses a new sustainability framework that is centered on the concept of well-being to study rural development in PLR. The PLR study includes three major analyses: (1) a regional assessment of human well-being; (2) an empirical analysis of rural livelihoods; and (3) an agent-based computer model used to explore future rural development. These analyses provide a meaningful view of human development in the Poyang Lake Region and illustrate some of the complex local- and macro-level processes that shape the livelihoods of rural households in the dynamic process of urbanization. They generate useful insights about how government policy might effectively improve the well-being of rural households and promote sustainable development amid social, economic, and environmental changes. This case study has broader implications. Rural populations in the developing world are disproportionally affected by extreme climate events and climate change. Furthermore, the livelihoods of rural households in the developing world are increasingly under the influences of macro-level forces amid urbanization and globalization. This case study demonstrates that rural development policies must consider broader development dynamics at the national (and even global) level, as well as specific local social and environmental contexts. By treating climate as one of many factors that affect development in such places, we can provide policy recommendations that synergistically promote development and reduce climatic impacts and therefore facilitate mainstreaming climate adaptation into development.
