It is here that a constantly increasing proportion of our young people receive their final training for the social duties and opportunities that await them. In order to meet the demands made upon it, the high school is under the necessity of redefining its aims. This requires a careful examination of the means employed - curriculum, organization, and teaching. Reorganization is demanded and it should result in both progress and stability. Traditions should not be allowed to stand in the way of necessary readjustments, nor should the glamour of things new lead us to engage in hasty and ill-advised experiments. This volume is an attempt to state the principles that should guide in the process of reorganization. The author has felt the need of some such treatment during several years of service as high school teacher and principal. More immediately the work is the outgrowth of courses in school administration given for prospective high school teachers. It is intended primarily for the use of students of education in normal schools and colleges, and for teachers and principals of limited experience. It is hoped that it may possess some value also for all high school workers who feel the need of reorganization in high school education. Part I deals with the function of the high school. Means cannot be intelligently chosen or wisely used in the absence of clearly defined aims that will actually serve as guides in practice. The replies indicate that this is not the case. In response to the question, Have you received any suggestive criticisms of any of these courses from parents or others outside the school? Only 527 out of the replying answered yes, and of this number the majority (346) indicate favorable criticism. There were, in all, only 182 adverse criticisms, and a large proportion of these (69) dealt with technical aspects of the course. For instance, one critic believed more time should be given to marketing problems; another that the use of statistics in sociology was a waste of time; one said that economics dealt too much with problems of the city in comparison to rural problems; and another that the daily papers do not provide reliable material for reference work. It is that tendency to set the newly acquired studies off by themselves. The first illustration of this may be remembered by a visit to the old Latin and English high school of Boston. This building was planned by Mr. John D. Philbrick and marked an important step toward the introduction of science into the high schools. This transition left its mark on the.build ing. The two assembly rooms on the third' floor each capable of seating 800 persons would of course serve the purpose of a modern high school by uniting them into a single room capable of seating the whole school, but it was necessary at the time of erecting this building in 1877 to provide separate rooms for the classical and mathematical students, and those taking the English and science branches. These two classes of students were not allowed to assemble together! The relation which in some locali ties still lingers between Manual Training and Commercial branches and the rest of the school existed between the Classical and Science branches thirty years ago! Manual Training High Schools and Commercial High Schools were built in various cities, containing in their curricula varying amounts of academic work. They have all succeeded and have drawn students in great numbers, but the tendency of these schools has been to add more and more of academic work to their courses till some of them already have the full high school course of study contained in other schools preparing their pupils for all courses in college. Some, like those of Denver, Kansas City, Indianapolis and St. Louis were made complete at the start and they all became immediately popular.
