This consensus is based on comparison of real intervention to real markets rather than an ideological preconception. It is shown that economic theory can support all possible positions on intervention. Much theory is too abstract to support any policy position; many arguments about how intervention might help contain qualifications expressing doubts about whether the potential can be realized; many theories illustrate the drawbacks of intervention. The vast literature on these issues concentrates either on specific cases or polemics that exaggerate both sides of the argument. Regulation and Economic Analysis seeks to show the depth of the discontent, develop interpretations of economic theory that follow from skepticism about statism and provide selected illustrations. The discussion begins with examination of general equilibrium theory and proceeds to discuss market failure with stress on monopoly and particularly what is deemed excessive concern with predatory behavior. His scathing critique was but the latest attack on an agency better known as the "Small Scandal Administration." Loans to criminals, government contracts for minority "fronts," the classification of American Motors as a small business, Whitewater, and other scandals—the Small Business Administration has lurched from one embarrassment to another. Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere. Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public—and Congress—favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Indeed, the SBA often has failed to address the real problems of "Mom and Pop" shop owners, fueling the ongoing debate about the agency's viability.

Silent film, Paula Cohen reveals, allowed America to sever its literary and linguistic ties to Europe and answer the call by nineteenth-century writers like Emerson, Thoreau and Whitman for an original form of expression compatible with American strengths and weaknesses. When film finally began to talk in 1927, the medium had already done its work. It had helped translate representation into a dynamic visual form and had "Americanized" the world. Cohen explores the way film emerged as an American medium through its synthesis of three basic elements: the body, the landscape, and the face. Nineteenth-century American culture had already charged these elements with meaning--the body through vaudeville and burlesque, landscape through landscape painting and moving panoramas, and the face through portrait photography. Integrating these popular forms, silent film also developed genres that showcased each of its basic elements: the body in comedy, the landscape in the western, and the face in melodrama. At the same time, it helped produce a new idea of character, embodied in the American movie star. Cohen's book offers a fascinating new perspective on American cultural history. It shows how nineteenth-century literature can be said to anticipate twentieth-century film--how Douglas Fairbanks was, in a sense, successor to Walt Whitman. And rather than condemning the culture of celebrity and consumption that early Hollywood helped inspire, the book highlights the creative and democratic features of the silent-film ethos. Just as notable, Cohen champions the concept of the "American myth" in the wake of recent attempts to discredit it.
